JOB SUMMARY

The WASH and Environmental Health Officer will lead the implementation of Water, Sanitation and Hygiene and environmental-health activities under Plan International Nigeria’s Cholera Response Project in Borno State.

The successful candidate will support the delivery of safe water, sanitation, hygiene-promotion and environmental-health interventions aimed at reducing cholera transmission in targeted communities and healthcare facilities.

KEY RESPONSIBILITIES

  • Plan, implement and monitor emergency WASH activities in targeted communities and healthcare facilities.
  • Supervise the rehabilitation and maintenance of water-supply systems, including boreholes and hand pumps.
  • Oversee the construction and rehabilitation of emergency sanitation facilities.
  • Coordinate the distribution of WASH and hygiene kits to vulnerable households.
  • Support environmental-sanitation activities in communities identified as cholera hotspots.
  • Support the installation and maintenance of handwashing facilities in public areas and healthcare facilities.
  • Conduct regular water-quality testing.
  • Ensure that appropriate water-treatment measures are implemented.
  • Lead environmental-sanitation campaigns aimed at reducing cholera-transmission risks.
  • Promote proper solid-waste management and the safe disposal of human waste.
  • Support community-led environmental clean-up exercises.
  • Monitor environmental-health risks and recommend appropriate mitigation measures.
  • Ensure that Infection Prevention and Control measures are implemented in supported healthcare facilities.
  • Supervise WASH Assistants, hygiene promoters, artisans and contractors.
  • Ensure that construction and rehabilitation activities meet approved technical standards.
  • Conduct routine field-monitoring and quality-assurance visits.
  • Inspect and verify completed construction work before certification and payment.
  • Coordinate with government ministries, departments and agencies responsible for WASH and public health.
  • Participate in WASH Cluster, Health Cluster and other technical coordination meetings.
  • Work with community leaders and local structures to promote sustainability and community ownership.
  • Coordinate with Risk Communication and Community Engagement and health teams.
  • Prepare activity work plans and implementation schedules.
  • Monitor project indicators and maintain accurate programme records.
  • Prepare weekly, monthly and donor reports.
  • Document lessons learned, case studies and good practices.
  • Support WASH assessments, surveys and post-distribution monitoring.
  • Train community volunteers, Water Management Committees and local artisans.
  • Strengthen the capacity of community structures on environmental sanitation and hygiene promotion.
  • Provide on-the-job mentoring to relevant government counterparts.

The role covers emergency WASH implementation, environmental sanitation, water-quality monitoring, contractor supervision, coordination, reporting and community-capacity strengthening.

QUALIFICATIONS

  • Bachelor’s degree in Nursing, Water Resources Engineering, Environmental Health, Public Health, Environmental Engineering or another relevant field.
  • Minimum of three years’ professional experience implementing WASH programmes in humanitarian or development settings.
  • Experience supporting cholera or other disease-outbreak responses is highly desirable.
  • Previous experience working in North-East Nigeria is an advantage.
  • Experience working with INGOs, UN agencies or government institutions on emergency WASH programmes.
  • Strong knowledge of emergency WASH programming and environmental health.
  • Experience with water-supply systems and the construction or rehabilitation of sanitation facilities.
  • Knowledge of water-quality testing and water-treatment methods.
  • Understanding of Infection Prevention and Control principles.
  • Experience supervising contractors and community-based workers.
  • Knowledge of Sphere Standards and humanitarian principles.
  • Experience with community-led sanitation and hygiene-promotion approaches.
  • Familiarity with KoboCollect or another digital data-collection platform is desirable.
  • WASH in Emergencies or Environmental Health certification is an advantage.
  • Experience implementing donor-funded emergency-response projects is desirable.

REQUIRED SKILLS

  • Strong planning and coordination skills.
  • Good report-writing and documentation ability.
  • Ability to operate effectively in insecure and resource-constrained environments.
  • Proficiency in Microsoft Office applications.
  • Fluency in English.
  • Knowledge of Hausa or Kanuri is an advantage.
  • Strong technical-supervision and quality-assurance skills.
  • Ability to work effectively with communities, government institutions and humanitarian partners.
