ORGANIZATION AND PROGRAMME BACKGROUND

Mercy Corps is a global humanitarian and development organization working with communities affected by conflict, disaster and economic hardship. Mercy Corps Nigeria implements programmes covering livelihoods and food security, economic development, financial resilience, conflict management, youth empowerment and humanitarian response.

The Technical Project Manager will work within Mercy Corps Nigeria’s Resilience and Climate Adaptation portfolio and lead the Protecting Food Security Against Flood & Drought Cycles project in Katsina State. The project combines climate-resilient infrastructure, ecosystem restoration, sustainable land management, climate-smart agriculture and community capacity strengthening.

ROLE PURPOSE

The Technical Project Manager will provide overall technical leadership, project management, implementation coordination, quality assurance, compliance oversight and stakeholder engagement. The position will ensure that engineering, agriculture, natural-resource management, procurement, finance, MEAL and community-engagement components are delivered in an integrated manner and meet Mercy Corps, donor and government standards.

KEY RESPONSIBILITIES

  • Lead project planning, implementation scheduling, budgeting, monitoring and adaptive management.
  • Ensure activities are delivered according to approved workplans, budgets, scope and donor requirements.
  • Coordinate climate-adaptation, resilience, engineering, agricultural and environmental interventions.
  • Lead technical assessments, feasibility studies and site-selection processes.
  • Review Bills of Quantities, technical specifications, engineering drawings and construction methods.
  • Ensure infrastructure complies with Mercy Corps minimum standards, Nigerian regulations and applicable international engineering standards.
  • Establish quality-assurance and quality-control systems and supervise inspections, testing and certification.
  • Oversee climate-resilient water infrastructure, flood-mitigation works, food and fodder storage facilities and other rural infrastructure.
  • Guide climate-smart agriculture, sustainable rangeland management, watershed management and landscape-restoration activities.
  • Support procurement planning, contractor prequalification and technical evaluation.
  • Review contractor workplans, monitor contractual performance and certify completed works.
  • Ensure value for money and integrate environmental and social safeguards.
  • Maintain relationships with government agencies, contractors, consultants, community institutions and private-sector partners.
  • Represent Mercy Corps in technical coordination meetings and sector working groups.
  • Supervise project personnel and strengthen staff capacity in infrastructure management, climate resilience and project delivery.
  • Work with the MEAL team to develop indicators, track milestones, validate outputs and document lessons and effective practices.
  • Identify project risks and implement appropriate mitigation measures.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Agricultural Engineering, Environmental Engineering, Water Resources Engineering, Natural Resource Management, Project Management or a related technical discipline.
  • A master’s degree in Engineering, Climate Change, Environmental Management, Project Management or a related field is preferred.
  • At least eight to ten years of progressively responsible experience managing large-scale resilience, infrastructure or climate-adaptation programmes.
  • Demonstrated experience managing donor-funded development programmes.
  • Strong knowledge of climate adaptation, nature-based solutions, water and rural infrastructure, sustainable agriculture, watershed management and construction supervision.
  • Experience managing multidisciplinary teams, contractors and construction contracts.
  • Experience working with government institutions and communities.
  • Professional Project Management certification such as PMP or PRINCE2 is highly desirable.
