Position Description & Requirements

ROLE PURPOSE

Working with the Logistics Coordinator, the Supply Manager will design, plan and implement ALIMA’s Nigeria supply chain. The manager will ensure timely availability of goods, medicines and services for medical interventions in Northeast Nigeria while complying with ALIMA procedures, donor requirements and Nigerian import regulations.

KEY RESPONSIBILITIES

PROCUREMENT AND SUPPLY MANAGEMENT

  • Prepare procurement plans with project logistics managers, the Pharmacy Manager, Medical Coordinator and Logistics Coordinator.
  • Maintain local and international procurement trackers and ensure donor and ALIMA compliance.
  • Follow international orders through shipment, arrival and customs clearance.
  • Prepare transit and customs documentation and align operations with Nigerian customs, IDEC and NAFDAC procedures.
  • Execute coordination-office procurement and ensure timely field delivery.
  • Conduct market analysis, supplier due diligence and price review.
  • Organize competitive supplier selection, tenders and requests for quotations.
  • Establish framework agreements and maintain supplier databases and commodity price lists.
  • Conduct field visits to strengthen compliance, archiving and supply-data management.

ORDER MANAGEMENT

  • Serve as mission-level supply focal point.
  • Process supply, service and equipment requests with technical coordinators.
  • Coordinate medical and non-medical local and international orders.
  • Forecast procurement budgets with Finance and review payment files for compliance.
  • Follow outstanding orders and work with customs agents and freight forwarders.

EMERGENCY, TEAM MANAGEMENT AND REPORTING

  • Participate in emergency activities and exploratory visits.
  • Recruit, supervise, train and evaluate supply personnel.
  • Produce weekly and monthly procurement reports and regular market surveys.

QUALIFICATIONS AND EXPERIENCE

  • University or technical-school diploma; supply-chain studies are desirable.
  • At least two years of relevant supply-chain experience.
  • Experience with ALIMA or another INGO and experience in developing-country contexts are desirable.

SKILLS AND COMPETENCIES

Local and international procurement; tendering; vendor management; customs and import procedures; medical and non-medical order management; procurement planning; Microsoft Word and Excel. Fluency in English and at least two of Hausa, Kanuri and Yoruba is required. French is an advantage.

CONTRACT DETAILS

  • Full-time French-law contract for six months, renewable.
