JOB SUMMARY
The Senior Consultant will support Oxford Policy Management’s work in climate finance, investment mobilisation, resilience and inclusive economic development.
The successful candidate will combine strong climate-finance expertise, private-sector experience, commercial understanding and consulting skills to design and deliver high-quality advisory and technical assignments.
KEY RESPONSIBILITIES
Technical Delivery and Project Leadership
- Lead and contribute to climate-finance and investment consulting assignments.
- Produce high-quality analytical, technical and advisory outputs.
- Provide expertise in blended finance and innovative financing structures.
- Support climate and disaster-risk finance and insurance programmes.
- Advise on resilience, adaptation and sustainable-finance interventions.
- Develop solutions that mobilise private investment for climate and development outcomes.
- Support green-finance market development and institutional strengthening.
- Develop financing solutions for micro, small and medium-sized enterprises.
- Support start-ups, early-stage businesses and women-led enterprises.
- Identify and develop financeable and investable project pipelines.
- Provide advisory support to governments, donors and development finance institutions.
- Work with financial institutions, insurers, investors and private-sector organisations.
- Serve as Project Director or Project Manager for selected assignments.
- Manage project quality, teams, budgets, client relationships, reporting and delivery.
Business Development
- Identify new consulting and programme opportunities.
- Support early positioning and capture planning.
- Develop strategic partnerships and delivery arrangements.
- Lead or contribute to technical and financial proposals.
- Prepare and submit competitive tenders.
- Coordinate bids involving consortia, joint ventures and delivery partners.
- Contribute to OPM’s climate-finance strategy and market position.
- Produce thought-leadership materials and technical publications.
Partnerships and Team Leadership
- Build and maintain relationships with clients, donors, investors and specialist partners.
- Represent OPM at meetings, workshops and technical forums.
- Contribute to organisational strategy and portfolio development.
- Collaborate with colleagues across climate and other technical practices.
- Line-manage and coach one team member.
- Support internal learning and continuous quality improvement.
QUALIFICATIONS AND EXPERIENCE
- More than ten years of relevant professional experience.
- Experience in climate finance, impact investing, banking, structured finance, financial-sector development or catastrophe insurance.
- Experience working in emerging or frontier markets and low- or middle-income countries.
- Strong understanding of blended-finance mechanisms and instruments.
- Experience mobilising private capital for climate, resilience or development outcomes.
- Experience in climate-risk finance, adaptation finance, sustainable finance or private-sector development.
- Experience supporting access to finance and market-systems development.
- Demonstrated ability to develop investable pipelines for businesses and development programmes.
- Experience working with governments, donors, financial institutions, insurers or investors.
- Strong record of project design, implementation oversight and stakeholder engagement.
- Significant business-development and proposal-writing experience.
- Experience leading or contributing to successful consortium bids.
