Position Description & Requirements

ORGANIZATION BACKGROUND

Action Against Hunger delivers humanitarian and development programmes in Nigeria addressing hunger, malnutrition, health, WASH, food security, livelihoods, mental health and social protection.

ROLE PURPOSE

The Security, Safety and Access Officer will monitor political, security and operational developments and support safe programme delivery in Katsina. The officer will implement security-management systems, support humanitarian access, coordinate with authorities and communities and deliver safety training and briefings.

KEY RESPONSIBILITIES

CONTEXT AND SECURITY MONITORING

  • Establish systems for employees to report security information.
  • Identify credible human, media and institutional information sources.
  • Build and maintain a network of relevant contacts.
  • Alert the Field Coordinator and security leadership to sudden changes.
  • Support organizational acceptance and professional external engagement.

SECURITY MANAGEMENT

  • Participate in base-level risk-analysis workshops.
  • Monitor post-incident action plans.
  • Prepare timely and accurate safety reports.
  • Supervise security guards with Logistics or contracted providers.
  • Implement procedures for movement of people and goods.
  • Assess and protect offices, accommodation and other premises.
  • Track base-team movements.
  • Conduct building and road assessments.

HUMANITARIAN ACCESS

  • Support negotiations with relevant stakeholders.
  • Facilitate access workshops and training using organizational tools.
  • Conduct access assessments for new operational areas.
  • Explain Action Against Hunger’s mandate and activities to partners and communities.

TRAINING AND COORDINATION

  • Support field-level safety and personal-security training.
  • Brief new staff and visitors.
  • Coordinate training with Logistics and Human Resources.
  • Build relationships with authorities, communities and local leaders.
  • Organize community-awareness sessions when required.
  • Obtain administrative authorizations for team movements.
  • Coordinate with police, communities or traditional leaders following accidents.

QUALIFICATIONS AND EXPERIENCE

  • University degree or equivalent qualification.
  • At least three years of safety and security experience with an international or national NGO.
  • Strong network among security, political, social, cultural and religious stakeholders in Northwest Nigeria.
  • Strong knowledge of Katsina’s humanitarian and security context.
  • Proven security-management experience.

SKILLS AND COMPETENCIES

  • Security and political analysis.
  • Risk assessment and incident follow-up.
  • Humanitarian-access engagement.
  • Training, briefing and report writing.
  • Excellent English and Hausa.
  • Ability to work independently under pressure while maintaining confidentiality.
  • GIS knowledge is advantageous.
