Its international programmes operate across multiple countries and include a strong focus on humanitarian space, access to healthcare and protection of populations affected by crises.
JOB SUMMARY:
The Regional Humanitarian Access and Risk Advisor will provide technical and operational support on humanitarian access, safety and security across nine country programmes: Democratic Republic of Congo, Central African Republic, Côte d’Ivoire, Burkina Faso, Nigeria, Tanzania, Ethiopia, Madagascar and Sudan.
The position will work closely with country security managers and desk officers, conduct regular field visits, support humanitarian access and contribute to regional security analysis and operational risk management.
The position is based in Abuja, Nigeria or Addis Ababa, Ethiopia, with regular travel to countries within the assigned area of responsibility.
KEY RESPONSIBILITIES:
SECURITY AND POLITICAL ANALYSIS
Monitor and analyse political, security and operational developments across the assigned countries, identify emerging trends and risks, and produce timely alerts and recommendations to support operational decision-making.
SECURITY RISK MANAGEMENT
Provide technical guidance to country missions on security risk management, humanitarian access and security assessments, including support for new operational areas and changing operational contexts.
HUMANITARIAN ACCESS
Support country teams in developing and strengthening humanitarian access strategies and systems, helping teams navigate operational constraints and maintain safe and principled access to affected populations.
SECURITY MONITORING AND INFORMATION MANAGEMENT
Maintain security monitoring tools, incident databases and regional analysis systems and ensure relevant information is accurately documented, analysed and shared with appropriate teams.
INCIDENT AND CRISIS MANAGEMENT
Support country teams during security incidents and crises, facilitate effective communication and follow-up, and contribute to post-incident analysis and the integration of lessons learned.
STAKEHOLDER ENGAGEMENT
Develop and maintain networks with security, humanitarian and other relevant stakeholders, represent MdM in coordination forums and strengthen information-sharing across the operating environment.
FIELD SECURITY SUPPORT
Conduct regular visits to countries under the area of responsibility and support country teams in reviewing security management arrangements, operational plans, access systems and risk mitigation measures.
TRAINING AND CAPACITY BUILDING
Deliver security briefings, debriefings and training to staff and partners and provide technical support to strengthen security awareness and capacity across country missions.
TECHNICAL SUPERVISION
Supervise and provide technical support to Country Humanitarian Access and Risk Advisors, contributing to recruitment, performance management and professional development.
SECURITY MANAGEMENT IMPROVEMENT
Assess mission security management systems, identify capacity-building requirements and contribute to action plans aimed at improving security practices and organisational preparedness.
REPORTING AND DOCUMENTATION
Prepare high-quality security reports, regional analyses and other technical documents while ensuring accurate archiving and documentation in line with organisational standards.
REQUIREMENTS:
A degree in humanitarian security, security management or a related field, or equivalent professional experience.
Solid experience in humanitarian security management, including experience working in high-risk or complex operational environments.
Experience working in one or more countries within the assigned regional area.
Ability to analyse complex political and security contexts, identify risks and provide clear operational recommendations.
Experience managing security incidents and providing practical security advice to teams operating in challenging environments.
Experience delivering security training and supporting the development of staff security capacity.
Strong stakeholder-management and networking skills, with the ability to work effectively across multicultural teams and external networks.
Strong organisational and analytical skills and the ability to work effectively under pressure.
Ability to combine strategic security analysis with practical operational support and field engagement.
Fluency in both English and French.
