PURPOSE OF THE CONSULTANCY

The consultant or consulting team will conduct a comprehensive outcome-harvesting exercise for an Education in Emergencies project. The assignment will document intended and unintended outcomes, lessons learned, sustainability considerations, stakeholder contributions, programme achievements and participant experiences.

SPECIFIC OBJECTIVES

  • Identify and document verifiable intended and unintended outcomes.
  • Examine changes in behaviour, practices, relationships, systems and decision-making.
  • Gather and analyse evidence from programme participants and stakeholders.
  • Review monitoring data, reports and project documents.
  • Conduct focus-group discussions and key-informant interviews.
  • Analyse how the project contributed to identified outcomes.
  • Document enabling factors, contextual influences and implementation challenges.
  • Capture achievements relating to education access, teaching, learning, attendance, retention, protection and community engagement.
  • Develop clear and compelling outcome stories and knowledge products.

SCOPE OF WORK

  • Participate in inception meetings with Plan International and relevant partners.
  • Prepare a detailed methodology, work plan and fieldwork schedule.
  • Develop data-collection tools, interview guides and evidence-validation procedures.
  • Review project proposals, donor reports, results frameworks and monitoring data.
  • Conduct interviews with children, adolescents, teachers, caregivers, school leaders, government representatives, community members and project personnel.
  • Conduct field observations.
  • Gather participant quotations and supporting evidence.
  • Triangulate information from different sources.
  • Verify the credibility of reported outcomes.
  • Identify actors involved in each outcome.
  • Analyse the project's contribution to documented changes.
  • Assess the significance and sustainability of outcomes.
  • Produce case studies, success stories, learning briefs and participant narratives.
  • Apply safeguarding, confidentiality and informed-consent standards.

EXPECTED DELIVERABLES

  • Inception report and detailed methodology.
  • Data-collection tools and interview guides.
  • Comprehensive outcome-harvesting report.
  • Verified outcome-evidence matrix.
  • Outcome stories, case studies and learning products.
  • Analysis of lessons learned, sustainability, challenges and enabling factors.
  • Organised repository of field notes, evidence references and approved quotations.
  • Clean and tracked-change versions of final products.
  • Editable final documents in Microsoft Word or Google Docs.

QUALIFICATIONS AND EXPERIENCE

  • Advanced degree in Development Studies, Education, Social Sciences, Monitoring and Evaluation, Communications or another relevant discipline.
  • Five to seven years of experience in writing, editing, qualitative documentation or knowledge-product development.
  • Demonstrated experience conducting outcome harvesting.
  • Experience in qualitative evaluation, storytelling and case-study development.
  • Experience producing content for NGOs, United Nations agencies or donor-funded programmes.
  • Knowledge of youth participation, gender equality and child rights.
  • Understanding of humanitarian-response programming.
  • Knowledge of safeguarding, PSHEA, informed consent and confidentiality.
  • Experience working in North-East Nigeria or a similar humanitarian environment.
  • Excellent written and spoken English.
  • Hausa or another relevant local language is an advantage.
