JOB SUMMARY
The Project Budget Development Officer will help scientists and proposal teams prepare accurate, competitive and donor-compliant project budgets while maintaining institutional costing tools and supporting internal proposal approvals.
- Contract: Three-year renewable contract
- Location: Ibadan, Oyo State

KEY RESPONSIBILITIES
- Develop and review project budgets in line with donor and institutional requirements.
- Assess funding opportunities aligned with IITA and CGIAR priorities.
- Interpret calls for proposals and guide teams on budgeting and administrative compliance.
- Conduct compliance reviews before proposal submission.
- Maintain cost databases covering staff, administration, operations and stations.
- Update budget templates, master-cost documents, rates and approved costing directives.
- Coordinate Project Summary Form approvals and project cost-centre requests.
- Track donor-policy and template changes and update institutional guidance.
- Maintain repositories of donor templates, costing formats and requirements.
- Train and advise scientists and staff on budgeting and donor compliance.
- Register and coordinate proposals through internal review and approval systems.
- Compile letters, due-diligence documents, questionnaires, policies, audited statements and other annexes.
- Support the unit budget, expenditure monitoring and resolution of finance queries.
QUALIFICATIONS AND EXPERIENCE
- MSc or MBA in Finance, Business Administration, Project Management, Agricultural Economics or a related field.
- Minimum five years’ experience in project budgeting, grants management, financial planning or proposal development.
- Experience within an international research or development organisation is preferred.
- Experience budgeting for major donors such as USAID, EU, FCDO, Gates Foundation, GIZ, IFAD, AfDB, World Bank, CGIAR or UN agencies.
- Understanding of cost eligibility, indirect-cost recovery and donor compliance.
- Advanced Microsoft Excel skills, including formulas, pivot tables and financial modelling.
- Familiarity with Oracle or a comparable ERP is advantageous.
- Strong analytical, training, communication and coordination skills.
- High integrity and commitment to confidentiality.
