Position Description & Requirements

ROLE PURPOSE

The Programme Officer will work with the State Programme Manager to implement the MDA-AZM project across Kaduna State.

The officer will coordinate project activities and resources, support LGA Field Assistants and maintain working relationships with government authorities, health personnel, communities and other programme stakeholders.

KEY WORKING RELATIONSHIPS

The Programme Officer will report to the State Programme Manager and work closely with LGA Field Assistants, Finance, Logistics and other Malaria Consortium departments.

External relationships will include the State Malaria Elimination Programme, LGA health personnel, community leaders, gatekeepers, government officials and programme beneficiaries.

KEY RESPONSIBILITIES

PROGRAMME MANAGEMENT

  • Liaise and work with project personnel in assigned LGAs.
  • Follow Malaria Consortium policies, guidelines and relevant campaign implementation procedures.
  • Support microplanning and selection of local implementers.
  • Coordinate training and database finalization.
  • Support last-mile distribution, MDA-AZM implementation and reverse logistics.
  • Engage government authorities, communities and programme beneficiaries.
  • Support quality assurance and the appropriate use of technology.
  • Contribute to security, risk management, human-resource coordination, work planning and budgeting.
  • Promote value for money and effective use of grant resources.
  • Ensure personnel comply with Malaria Consortium’s values and operational policies.
  • Coordinate activities with government institutions and internal organizational functions.
  • Liaise with focal persons at the Local Government Area level.
  • Support and supervise LGA Field Assistants across assigned locations.

TECHNICAL RESPONSIBILITIES

  • Support monitoring and evaluation activities.
  • Support reporting of MDA-AZM implementation.
  • Contribute to lot-quality assurance sampling.
  • Support end-of-cycle and end-of-round programme reviews.
  • Support end-of-round coverage surveys.
  • Monitor implementation quality and recommend corrective action.
  • Promote accurate and timely programme-data collection.

REPRESENTATION AND KNOWLEDGE MANAGEMENT

  • Identify and document lessons from programme implementation.
  • Promote adaptive programme management based on field evidence.
  • Harmonize activities with other health and development partners.
  • Represent Malaria Consortium at LGA-level meetings and engagements.
  • Maintain regular communication with influential stakeholders in assigned LGAs.

QUALIFICATIONS AND EXPERIENCE

  • Professional training in Nursing or Public Health.
  • At least five years of experience working in the public-health sector.
  • Experience managing programmes at LGA or state level.
  • Strong project-planning, management, monitoring and evaluation experience.
  • Experience managing project budgets.
  • Experience using digital data-collection tools in SMC campaigns or other health programmes.
  • Practical experience with Health Information and Disease Surveillance Systems.
  • Familiarity with DHIS2, ODK, KoboCollect or comparable open health-information systems.
  • Experience working at LGA and community levels.
  • Experience supporting campaign-style health interventions.
  • Experience with social mobilization or SMC implementation is advantageous.

  • Ability to work effectively under pressure.
  • Strong spoken and written English.
  • Ability to communicate in the dominant local language.
  • Willingness to travel outside Kaduna metropolis for at least 80% of working time.
