ROLE PURPOSE
The Programme Analyst will support implementation and coordination of Women's Economic Empowerment programmes, with particular attention to affirmative procurement and affirmative finance. The work covers programme design, implementation, partner coordination, technical assistance, budget management, monitoring, donor reporting, training, advocacy, knowledge management and inter-agency coordination.
DUTIES AND RESPONSIBILITIES
Affirmative-procurement project management
- Act as project officer for the Nigerian component of the Women’s Economic Empowerment through Affirmative Finance in West Africa project.
- Lead implementation of national activities and monitor progress against approved work plans.
- Draft monitoring and donor reports.
- Coordinate consultants, contractors and other technical specialists.
- Manage relationships with key partners, identify implementation problems and recommend solutions.
- Support programme budgeting, revisions, expenditure tracking and financial reporting.
- Serve as alternate country focal person for the regional project evaluation.
- Advise senior management and partners on integrating affirmative-finance principles into national policies.
- Identify capacity gaps and coordinate technical assistance and training.
- Oversee support provided to institutional partners and women-led small and medium-sized businesses seeking access to finance.
Programme strategy and implementation
- Provide technical inputs to Women's Economic Empowerment programme and project proposals.
- Contribute to annual work plans and budgets.
- Coordinate and monitor programme activities.
- Manage calls or requests for proposals, organise technical review committees and support partner-capacity assessments.
- Review implementing partners' narrative and financial reports.
- Train partners on Results-Based Management.
Monitoring, reporting and finance
- Track activities, indicators, outputs and results.
- Monitor proposals and activities implemented by responsible partners.
- Contribute to quarterly, donor and other programme reports.
- Track expenditures, monitor budget implementation and initiate budget revisions when necessary.
- Contribute to financial reporting.
- Oversee Programme Associates or Assistants when required.
Partnerships, resource mobilisation and coordination
- Contribute to resource-mobilisation strategies and maintain relevant information and databases.
- Prepare or support project summaries, briefing notes, conference papers, speeches and donor profiles.
- Provide technical input to the Representative and Deputy Representative on inter-agency coordination for Women's Economic Empowerment.
- Prepare background material to support coordination with government, development partners and other stakeholders.
Advocacy, communication and learning
- Prepare background papers, briefs and presentations on Women's Economic Empowerment.
- Coordinate advocacy activities, campaigns, events, workshops and training.
- Support knowledge products and learning strategies on affirmative finance.
- Contribute to national communications and knowledge-building work.
- Participate in UN Women's Community of Practice on Gender-Responsive Procurement, sharing results and lessons learned.
- Carry out other duties within the functional profile as required.
EDUCATION
- Master's degree or equivalent in Social Sciences, Human Rights, Gender or Women's Studies, International Development or a related field.
- A first-level university degree with two additional years of qualifying experience may be accepted instead of an advanced degree.
- PMP, PRINCE2, MSP or another programme/project-management certification is an advantage.
EXPERIENCE
- At least one year of progressively responsible experience in development programme or project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
- Experience with policies and strategies supporting women's entrepreneurship.
- Knowledge of gender-responsive public procurement rules and procedures in West and Central Africa.
- Experience with private-sector affirmative sourcing and supply-chain practices.
- Experience with programmes financed by institutions such as the World Bank, African Development Bank or United Nations is an advantage.
- Experience designing and delivering training for women entrepreneurs is an advantage.
- Women's Economic Empowerment, government liaison and donor-coordination experience are desirable.
SKILLS AND COMPETENCIES

- Strong data gathering, interpretation, analysis and presentation skills.
- Knowledge of gender-responsive procurement and women's business associations.
- Ability to identify fundraising trends, opportunities and risks.
- Integrity, professionalism, respect for diversity, accountability, effective communication, inclusive collaboration and stakeholder engagement.
LANGUAGE
Fluency in English is required. Knowledge of another official United Nations language is desirable.
