ABOUT ICMPD
The International Centre for Migration Policy Development is an international organisation working on migration policy, capacity development, research and programme implementation.
JOB SUMMARY
The Procurement Officer will plan, implement and manage low- and medium-risk procurement processes in line with ICMPD’s regulatory framework, ethical standards and donor requirements. The role works under the Procurement Team Lead and collaborates closely with project teams.

KEY RESPONSIBILITIES
- Plan and coordinate procurement processes in line with project timelines and ICMPD rules.
- Develop procurement strategies, schedules, evaluation processes and consolidated procurement plans.
- Conduct and support market research and supplier identification.
- Review technical specifications and prepare solicitation documents.
- Coordinate solicitation, bid evaluation and contract-award processes transparently.
- Identify procurement risks and implement appropriate mitigation measures.
- Prepare or review contracts and coordinate negotiations and kick-off meetings.
- Monitor post-award compliance and recommend contract amendments when required.
- Maintain complete procurement files and documentation for audit readiness.
- Provide technical guidance and training to project teams on procurement rules and procedures.
- Develop and deliver procurement training materials and contribute to guidelines, templates and business processes.
- Prepare procurement statistics, analysis and reports.
- Capture and share lessons learned to improve procurement practice.
- Promote value for money, transparency, accountability and ethical procurement.
QUALIFICATIONS AND EXPERIENCE
- Master’s degree or equivalent in Procurement, Supply Chain Management, Business Administration or a related field.
- A bachelor’s degree with two additional years of relevant experience may be accepted instead of a master’s degree.
- At least three years of professional procurement and supply-chain experience, preferably in an international setting.
- Experience supporting market research, requests for information and supplier assessments.
- Demonstrated ability to manage all stages of procurement while meeting plans and timelines.
- Strong knowledge of EU public-procurement and financial rules and/or UN procurement rules and policies.
- Ability to analyse data, assess procurement risks and propose solutions.
- Strong coordination, organisation and teamwork skills in a multicultural environment.
- Advanced proficiency in standard IT tools and procurement-management systems.
- Experience with e-tendering platforms is an advantage.
- CIPS Level 2 or another internationally recognised procurement certification is an asset.
- Proficiency in written and spoken English.
- Arabic and/or French is desirable.
