Position Description & Requirements

JOB OVERVIEW

The Federal Ministry of Agriculture and Food Security, with IFAD and AFD support, is recruiting a Procurement Assistant for the Value Chain for Northern Nigeria Programme. Based at the National Programme Coordination Office in Wuse II, Abuja, the assistant will support procurement coordination for programme activities in Sokoto, Kebbi, Jigawa, Zamfara, Borno, Katsina, Yobe, Bauchi and Kano.

REPORTING

Works under the direct supervision of the Procurement Officer and overall guidance of the Procurement Specialist, and reports within the National Programme Coordination structure.

KEY RESPONSIBILITIES

  • Manage procurement data files and maintain complete electronic and hard-copy procurement documents and reports.
  • Assist with monthly procurement reports.
  • Merge and verify quotations.
  • Contribute to the Procurement Unit’s annual workplan and budget.
  • Serve as a link between the Procurement Unit and other programme components.
  • Participate in bid opening and bid management.
  • Facilitate correspondence with contractors and suppliers.
  • Assist with preparation and updating of the Procurement Plan.
  • Update the Contracts Register.
  • Support internal and external audits.
  • File and retrieve procurement records.
  • Perform other related duties assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Procurement Management, Supply Chain Management, Logistics and Supply Chain Management, Engineering, Business Management, Finance or a related field.
  • Part qualification in CIPS, CILT, CISCM or a related professional body.
  • At least five years of relevant post-qualification experience, including three years managing procurement activities for internationally funded agricultural development projects, preferably with IFAD, World Bank, AfDB or a similar institution.
  • Very good Microsoft Word, Excel and PowerPoint skills, plus Outlook, Zoom, Teams and web-application skills.
  • Donor-assisted-project experience is an advantage.
  • Strong communication, coordination, negotiation, planning, organisation and recordkeeping skills.
  • Ability to work independently and under pressure with integrity.

CONTRACT, TRAVEL AND REMUNERATION

  • Two-year staff contract, evaluated annually and renewable based on satisfactory performance.
  • Regular travel to the nine participating states and occasional travel for IFAD/AFD missions and training.
  • Competitive remuneration in line with FGN/IFAD/AFD scales.
