Position Description & Requirements

JOB OVERVIEW

WEWE is recruiting a Procurement and Operations Officer for the HORTISUN project in Abuja/Kaduna. The officer will manage procurement, contracts, vendors, logistics, assets and day-to-day project operations in line with AfDB/FAPA, WEWE and national requirements.

KEY RESPONSIBILITIES

  • Manage end-to-end procurement of goods, works and services.
  • Prepare and update annual and activity-based procurement plans.
  • Develop RFQs, ITBs and RFPs; coordinate bid receipt, evaluation, due diligence and vendor selection.
  • Maintain vendor databases, prequalification records and performance reviews.
  • Keep complete, auditable procurement files and contract records.
  • Prepare procurement reports and maintain contract and delivery trackers.
  • Coordinate office operations, logistics, inventory and asset registers.
  • Monitor timely delivery of goods and services and resolve operational bottlenecks.
  • Arrange workshops, training, missions, travel and accommodation.
  • Manage fleet, fuel and vehicle-maintenance records.
  • Administer contracts, renewals, extensions and close-outs.
  • Work with finance and technical teams on forecasts, costs, documentation and payments.
  • Support partners, MSMEs and government engagements and contribute to plans, reports and audits.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Operations or a related field; a Master’s degree is preferred.
  • CIPS, ISM or comparable certification is an advantage.
  • At least seven years of progressive procurement and operations experience in donor-funded agriculture or development programmes.
  • Knowledge of AfDB, World Bank or other multilateral procurement regulations.
  • Strong procurement-planning, contract-management, vendor-management, analytical and coordination skills.
  • Proficiency in Microsoft Office and electronic procurement tools; strong English communication.

KEY DELIVERABLES

  • Updated procurement and operations plans.
  • Quarterly and annual procurement/operations reports.
  • Complete, auditable procurement documents and contracts.
  • Functional logistics, fleet, asset and administrative systems.
  • Final completion report.
