Position Description & Requirements

JOB SUMMARY

The Officer leads state-level monitoring, evaluation, data quality, learning and reporting for public-health programmes and strengthens government and partner capacity to use evidence for decisions.

KEY RESPONSIBILITIES

  • Develop and operationalise M&E frameworks, indicators, data tools, databases and reporting schedules.
  • Oversee field data collection, cleaning, validation, secure management and quality assurance.
  • Analyse programme data and prepare dashboards, presentations and management summaries.
  • Lead data-quality assessments, supervision visits and corrective-action follow-up.
  • Produce accurate and timely donor, national, government and internal reports.
  • Train, coach and mentor state and LGA M&E personnel, health workers and implementing partners.
  • Facilitate review meetings and promote use of data for planning, performance management and programme improvement.
  • Lead or support surveys, assessments, research and the programme learning agenda.
  • Document lessons, outcomes and evidence, including advocacy and systems-strengthening results.
  • Maintain effective relationships with ministries, agencies, partners and communities and track M&E workplans and budgets.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s or Master’s degree in Public Health, Epidemiology, Statistics, Demography or a related field.
  • At least four years of relevant monitoring and evaluation experience.
  • Strong knowledge of health-information systems, data-quality methods and electronic data tools.
  • Proficiency in Excel and statistical software such as SPSS or STATA.
  • Experience with national NTD systems or WHO-aligned tools is an advantage.
  • Significant experience in HIV/AIDS, nutrition, NTD or comparable public-health programming.
  • Strong analytical, training, facilitation, communication and report-writing skills.

  • Work collaboratively with government counterparts, colleagues, partners and communities and report risks or irregularities promptly.
