ORGANIZATION AND PROGRAMME BACKGROUND
UNICEF works in more than 190 countries and territories to protect children’s rights and help children fulfil their potential.
The consultancy supports UNICEF Nigeria’s education programme and the continued deployment of the Nigeria Learning Passport, including digital content, devices, platform management, government capacity and partnerships.
ROLE PURPOSE
Under the supervision of the Chief of Education, the consultant will coordinate national digital-learning initiatives and provide technical support for the deployment, monitoring and sustainable management of the Nigeria Learning Passport.
KEY RESPONSIBILITIES
- Participate in national and global digital-learning coordination meetings.
- Ensure initiatives align with national and global digital-learning strategies and priorities.
- Support implementation and monitoring of grants containing digital-learning components.
- Develop and update costed workplans and guide UNICEF field offices during implementation.
- Monitor programme progress, budget execution and timely achievement of results.
- Support the Federal Ministry of Education to review and update digital teaching and learning content.
- Ensure content aligns with the revised national curriculum and coordinate content validation.
- Define technical specifications for computers, tablets, projectors and other equipment.
- Work with supply personnel and field offices to support procurement, delivery and installation.
- Coordinate with UNICEF headquarters and government ICT teams on new Learning Passport functions.
- Support development of AI-assisted teaching tools and course-management functions where agreed.
- Coordinate rollout of the Nigeria Learning Passport in additional states.
- Establish and train state digital-learning teams.
- Support development of state implementation plans.
- Monitor platform usage and digital-learning activities and prepare reports.
- Explore and maintain private-sector partnerships supporting connectivity, devices and online or offline deployment.
- Coordinate communication, advocacy and stakeholder engagement with government, donors, schools, teachers, children and parents.
- Build the Federal Ministry of Education’s capacity to assume ownership and management of the platform.
- Liaise with relevant teams to explore, customize and coordinate UPSHIFT initiatives.
QUALIFICATIONS AND EXPERIENCE
- Advanced university degree in Education, International Development, Social Sciences or another relevant field.
- At least eight years of experience designing and coordinating large-scale digital-learning projects.
- At least five years of experience supporting digital or blended learning through content improvement, device procurement, platform management and training.
- Experience supporting Nigeria’s Federal Ministry of Education and state governments in designing, deploying and monitoring the Nigeria Learning Passport.
SKILLS AND COMPETENCIES
- Knowledge of Nigeria Learning Passport functions and its online and offline models.
- Experience developing private-sector partnerships for digital-learning ecosystems.
- Strong programme coordination, grant management and monitoring skills.
- Strong communication skills in English.
- Experience working for UNICEF or another international organization is desirable.
- Experience working in Nigeria or another sub-Saharan African country is desirable.
