JOB SUMMARY
The consultant will assess the supply, market and financing environment for balanced energy-protein supplementation in Nigeria.
The assessment will include industry consultations, supply-chain analysis, financial-feasibility assessments, costing scenarios and possible business models.
The results will contribute to a national roadmap for improving and scaling up maternal-nutrition interventions.
KEY RESPONSIBILITIES
- Review existing information on maternal-nutrition commodities and balanced energy-protein supplements.
- Conduct a desk review of supply chains, procurement systems and financing arrangements.
- Adapt and implement the global BEP supply and financing assessment modules.
- Map manufacturers, suppliers, importers, distributors and other market actors.
- Assess the availability and accessibility of appropriate supplementation products.
- Review local production capacity and possible manufacturing options.
- Assess product specifications, quality standards and regulatory requirements.
- Analyse procurement, warehousing, transportation and distribution systems.
- Identify supply-chain constraints affecting programme implementation.
- Conduct consultations with food manufacturers and private-sector suppliers.
- Interview government institutions, regulatory agencies, donors and development partners.
- Review current funding sources for maternal-nutrition programmes.
- Analyse government, donor and private-sector financing options.
- Develop realistic programme-costing scenarios.
- Assess the financial feasibility of different delivery models.
- Develop possible business and partnership models for sustainable programme delivery.
- Estimate the resources required for national or phased programme expansion.
- Identify financial and operational risks.
- Develop recommendations for strengthening supply and financing arrangements.
- Support stakeholder workshops and validation meetings.
- Prepare a comprehensive supply and financing landscaping report.
- Contribute to the national roadmap for balanced energy-protein supplementation.
- Prepare technical presentations, summaries and policy recommendations.
- Coordinate closely with UNICEF, WFP and relevant government institutions.
- Complete all agreed deliverables within the consultancy period.
EDUCATION AND QUALIFICATIONS
- Advanced university degree in Nutrition, Food Science, Supply-Chain Management, Health Economics, Economics, Business Administration, Public Health or another relevant discipline.
- Additional training in costing, market analysis, supply-chain assessment or health financing will be an advantage.
EXPERIENCE REQUIREMENTS
- Professional experience in nutrition commodities, food systems or health-product supply chains.
- Demonstrated experience conducting supply or market assessments.
- Experience developing programme-costing and financial-feasibility models.
- Experience conducting consultations with manufacturers and private-sector organisations.
- Experience analysing procurement and distribution systems.
- Experience working with government institutions and development partners.
- Experience preparing technical reports and practical recommendations.
- Knowledge of maternal-nutrition interventions is desirable.
- Previous experience with UNICEF, WFP or another international organisation is an advantage.
- Knowledge of the Nigerian market and regulatory environment is required.
