Position Description & Requirements

UNICEF is seeking a National Consultant to conduct a mid-term review of the WASH Gender Landscape Analysis in Nigeria. The assignment is home-based, with travel to Kaduna and Adamawa, and will run for three months.

The consultant will report jointly to the Gender and Development Manager and the WASH Officer. The purpose of the consultancy is to assess progress, identify gaps and generate evidence to support adaptive programme management. The review will use mixed-methods, gender-responsive and participatory approaches.

The review will examine the relevance, effectiveness, efficiency and early signs of impact of the gender action plans developed from the WASH Gender Landscape Analysis process. It will assess whether the plans remain responsive to current socio-cultural, institutional and policy realities, and whether implementation is addressing the root causes of gender inequality rather than only the symptoms.

Key Responsibilities:

Conduct a mid-term review of the WASH Gender Landscape Analysis process in Nigeria.

Use gender-responsive, mixed-methods and participatory evaluation approaches.

Assess the progress of gender action plans developed from the GALA process.

Identify gaps, challenges, lessons learned and opportunities for programme improvement.

Assess the relevance, effectiveness, efficiency and emerging impact of current interventions.

Engage relevant stakeholders, including government institutions, communities, UNICEF teams and partners.

Conduct qualitative research activities such as key informant interviews, focus group discussions and participatory consultations.

Analyse findings and produce a strong evidence-based report.

Provide practical recommendations to strengthen gender equality and inclusion in WASH programming.

Support UNICEF and partners with learning that can inform future planning and implementation.

Required Qualifications:

Advanced university degree, Master’s or higher, in Development Studies, Gender Studies, Public Health, Community Health, Public Administration, Social Sciences, WASH Engineering, Social and Behaviour Change Communication, Monitoring and Evaluation or a related field.

At least 7 to 10 years of progressively responsible experience in Public Health, WASH, gender equality and social inclusion, women’s empowerment or community development.

Demonstrated experience conducting gender analyses, assessments or evaluations, preferably in WASH or related sectors.

Strong experience in Monitoring, Evaluation and Learning, including mid-term or end-line evaluations.

Strong knowledge of gender evidence and ability to apply analysis to programme design, strategy and policy recommendations.

Experience with qualitative research methods, including KIIs, FGDs and participatory approaches.

Experience in feminist evaluation methodologies is an added advantage.

Experience working with government, UN agencies, NGOs and community stakeholders.

Ability to manage field logistics and coordinate data collection ethically and professionally.

Excellent facilitation, communication, analytical and report-writing skills.
