Position Description & Requirements

UNICEF is recruiting a National Consultant to conduct the mid-term review of the WASH Gender Landscape Analysis and related gender action plans in Nigeria.

The consultancy is home-based for three months, with travel to Kaduna and Adamawa states.

Reporting jointly to the Gender and Development Manager and the WASH Officer, the consultant will use mixed methods and gender-responsive, participatory approaches to assess programme progress, identify gaps and support adaptive programme management.

Key Responsibilities

  • Conduct a mid-term review of the WASH Gender Landscape Analysis and related gender action plans.
  • Assess the relevance, effectiveness, efficiency and early results of the gender action plans.
  • Determine whether the plans remain responsive to changing social, cultural, institutional and policy conditions.
  • Assess whether programme interventions address the underlying causes of gender inequality.
  • Review programme documents, reports, strategies and monitoring information.
  • Design and conduct qualitative research, including key-informant interviews and focus-group discussions.
  • Engage government institutions, UNICEF teams, NGOs, community stakeholders and programme participants.
  • Coordinate field data collection in Kaduna and Adamawa states.
  • Apply gender-responsive and participatory evaluation approaches.
  • Analyse findings and prepare evidence-based recommendations.
  • Produce clear, high-quality evaluation reports and presentations.
  • Facilitate stakeholder consultations and validation sessions.

Qualifications and Experience

  • Advanced university degree, preferably a master’s degree or higher, in Development Studies, Gender Studies, Public Health, Community Health, Public Administration, Social Sciences, WASH Engineering, Social and Behaviour Change Communication, Monitoring and Evaluation or a closely related discipline.
  • Seven to ten years of progressively responsible professional experience in public health, WASH, gender equality and social inclusion, women’s empowerment or community development.
  • Demonstrated experience conducting gender analyses, assessments or evaluations, preferably within WASH or a related sector.
  • Proven Monitoring, Evaluation and Learning experience, including mid-term or end-line evaluations.
  • Strong experience using gender evidence to support programme design, strategy development and policy recommendations.
  • Experience conducting and analysing key-informant interviews, focus-group discussions and participatory research.
  • Experience working with government institutions, UN agencies, NGOs and community stakeholders.
  • Strong analytical, report-writing, facilitation and communication skills.
  • Fluency in written and spoken English.
  • Working knowledge of Hausa or another relevant language spoken in Kaduna or Adamawa is an advantage.
