PURPOSE OF THE ASSIGNMENT
UNICEF seeks a national consultant to support the Federal Ministry of Education to develop Nigeria’s Foundational Literacy and Numeracy Policy and Implementation Plan. The work will build on gaps identified through the FLN landscape analysis and other evidence on implementation across states.
KEY RESPONSIBILITIES
- Support development of the national FLN Policy and Implementation Plan.
- Work with the Federal Ministry of Education, state governments and partners.
- Map the number and location of non-formal learning centres.
- Translate evidence into practical policy and implementation recommendations.
QUALIFICATIONS AND EXPERIENCE
- Master’s degree in Education Development, Foundational Learning, Sustainable Development, Education Policy, Teacher Training, International Relations or a related field.
- At least eight years’ experience improving learning quality, preferably involving curriculum, learning materials, teacher development or foundational literacy and numeracy.
- Experience supporting government-led education reforms in Sub-Saharan Africa or a context similar to Nigeria.
- Expertise in education-sector planning and strategy development.
- Excellent English communication and strong writing skills.
