ORGANIZATION AND PROGRAMME BACKGROUND
Street Child is an international humanitarian and development organization working to ensure that children are safe, in school and learning, particularly in low-resource and crisis-affected settings.
The position supports an education programme operating with participating schools, local implementing partners, the Lagos State Universal Basic Education Board, Bridges Outcomes and external evaluators.
ROLE PURPOSE
The M&E Manager will lead the design, implementation and continuous improvement of the programme’s digital monitoring and evaluation systems.
The manager will ensure timely, accurate and complete data collection and reporting across programme components, with particular responsibility for the LEAF digital tool and other consortium monitoring systems.
The role will use evidence to support programme decisions, adaptive management, donor reporting, partner-capacity strengthening and improvements in education outcomes.
KEY RESPONSIBILITIES
- Lead rollout of the LEAF digital monitoring and evaluation platform across participating schools and programme teams.
- Train and provide continued technical support to personnel using the LEAF platform.
- Oversee collection, validation, analysis and reporting of consortium data.
- Monitor programme indicators covering school placement, attendance, retention and learning outcomes.
- Conduct regular field-monitoring visits.
- Work with Street Child’s national partners to strengthen implementation quality.
- Ensure data is complete, accurate and submitted within required timelines.
- Ensure data processes meet programme requirements and independent-verification protocols.
- Monitor digital-tool usage and address weaknesses in data quality or user engagement.
- Work with external evaluators and programme partners to support independent verification and reporting.
- Produce regular monitoring and evaluation reports.
- Contribute to annual, final and donor reports.
- Review local partners’ MEAL systems and develop measures to strengthen their capabilities.
- Train, coach and support partner personnel in data management and digital-tool adoption.
- Analyse programme information and provide actionable findings for decision-makers.
- Support the programme’s learning agenda by sharing findings, lessons and effective practices.
- Ensure compliance with Education Outcomes Fund requirements.
- Protect confidential information and comply with data-protection requirements.
- Integrate safeguarding and inclusion requirements into data-collection and reporting activities.
- Represent Street Child professionally in internal and external meetings and written communications.
QUALIFICATIONS AND EXPERIENCE
- Degree or equivalent qualification in International Development, Education, Statistics, Social Sciences, Information Systems or a related discipline.
- Master’s degree in a relevant field.
- Relevant professional qualification or specialist training in MEAL, research, data analysis or project management.
- Experience in monitoring, evaluation, accountability and learning, preferably within education or development programmes.
- Experience designing and implementing MEAL systems and approaches.
- Experience using digital data-collection and analysis tools.
- Experience training and supporting staff and partners to adopt digital platforms.
- Experience in grant and budget management.
- Experience working with local partners and strengthening their institutional capacity.
- Understanding of education programming and relevant implementation approaches.
- International-development field experience and commitment to locally led development.
- Experience meeting donor-reporting requirements is desirable.
- Knowledge of Lagos State and surrounding areas is desirable.
- Experience working with Lagos SUBEB or the state education system is desirable.
- Knowledge of payment-by-results programmes is desirable.
