JOB SUMMARY

The Monitoring, Evaluation, Research and Learning Officer will be responsible for the technical quality and implementation of MERL activities. The role works across Information Technology, Monitoring & Evaluation and healthcare and supports stronger use of health-information-system data.

KEY RESPONSIBILITIES

  • Support design and implementation of MERL systems for assigned projects.
  • Develop project performance indicators and targets.
  • Develop MERL tools and define responsibilities for data collection and reporting.
  • Monitor implementation against approved indicators and milestones.
  • Coordinate collection, verification and analysis of project data.
  • Supervise Data Capturers and other assigned MERL personnel where applicable.
  • Improve visibility, usefulness and quality of health-information-system data.
  • Conduct or support project evaluations and research.
  • Analyse programme information and identify performance trends.
  • Prepare dashboards, reports and presentations on project performance.
  • Support learning and evidence use across project teams.
  • Interface with key programme and external stakeholders.
  • Identify data-quality problems and support corrective action.
  • Strengthen project staff capacity in M&E and data management.
  • Support dissemination of findings and programme learning.

QUALIFICATIONS AND EXPERIENCE

  • Relevant qualification in Public Health, Monitoring & Evaluation, Research, Statistics or related field.
  • Demonstrated experience in MERL/M&E implementation.
  • Ability to design indicators and monitoring tools.
  • Strong data-analysis and reporting ability.
  • Understanding of health-information systems.
  • Strong computer and data-management skills.
  • Good stakeholder-engagement ability.
  • Excellent communication and presentation skills.
  • Strong attention to technical quality and detail.

WORK ARRANGEMENT

Fully onsite in Abuja.
