Evidence Action is seeking a Program Manager to lead the technical direction, coordination and delivery of its Immunization Demand Generation pilot across Nasarawa and Oyo States while managing government and technical partner relationships and overseeing monitoring, learning and evaluation.
Evidence Action delivers evidence-based interventions designed to improve health and wellbeing at large scale and works closely with governments to bring proven health solutions to underserved populations.
JOB SUMMARY:
The Program Manager will lead the overall coordination, technical direction and delivery of the Immunization Demand Generation pilot across Nasarawa and Oyo States.
Based in Abuja, the role will hold end-to-end accountability for programme quality and progress and will serve as the primary link between Evidence Action’s Country Office, State Coordinators, government stakeholders and technical partners.
KEY RESPONSIBILITIES:
1.Lead overall coordination of the Immunization Demand Generation pilot in collaboration with State Governments and relevant State and LGA structures.
2.Provide technical direction on the adaptation and implementation of the intervention package across both states.
3.Develop and maintain programme implementation guidance, standard operating procedures, tools and materials required for implementation.
4.Support State Governments and relevant stakeholders to finalise implementation arrangements, including the selection of participating LGAs, wards and health facilities.
5.Coordinate with external technical partners, including J-PAL, on programme implementation, monitoring, learning and evaluation.
6.Supervise, mentor and manage the performance of the two State Coordinators to ensure consistent and high-quality implementation.
7.Oversee implementation of the digital reminder component, including processes for collecting and processing caregiver information.
8.Oversee the community ambassador component, including nomination, recruitment, engagement and development of vaccination-related messaging.
9.Oversee the targeted incentive component and coordinate implementation with relevant programme teams and State structures.
10.Coordinate orientation and training for State, LGA and health facility personnel involved in programme implementation.
11.Oversee monitoring, learning and evaluation activities and use implementation data to identify challenges and inform corrective actions.
12.Represent Evidence Action in relevant national, State and LGA coordination and review meetings.
13.Maintain regular communication with designated government focal persons regarding programme progress, implementation issues, risks and required actions.
REQUIREMENTS:
1.Minimum of a Bachelor’s degree in Public Health, Social Sciences, Development Studies or a related field.
2.A Master’s degree such as an MPH is an advantage.
3.At least 5–7 years of experience managing public health or social and behaviour-change programmes in Nigeria.
4.Experience in immunisation, maternal and child health or nutrition programming is an advantage.
5.Demonstrated experience supervising field-based staff across multiple locations.
6.Experience working with government health structures, including Ministries of Health and State/LGA health teams.
7.Experience with programme monitoring, learning and evaluation and using data to inform implementation decisions.
8.Experience working with research partners on pilots, RCTs or other evaluation designs is an advantage.
9.Strong programme management, organisational, people-management and coaching skills.
10.Excellent stakeholder engagement and relationship-management abilities.
11.Strong written and verbal communication skills.
12.Willingness to travel regularly to Nasarawa and Oyo States.
