ABOUT MSH
MSH works with governments and health institutions to strengthen leadership, workforce capacity and systems needed to deliver sustainable healthcare.
JOB SUMMARY
The officer will support the Local Capacity Strengthening/Health Workforce Development Specialist in assessing capacity needs, developing and delivering training, strengthening health-worker systems, mentoring partners and monitoring capacity-development results.
KEY RESPONSIBILITIES
- Conduct health-system and health-workforce capacity assessments.
- Identify workforce, institutional and competency gaps.
- Use assessment results to inform training and capacity-strengthening strategies.
- Develop or adapt training modules and curricula for different health cadres.
- Develop capacity-development plans for community health workers, nurses and other health personnel.
- Plan and coordinate training sessions, NTOTs, workshops and mentoring activities.
- Facilitate approved training and capacity-building sessions.
- Collaborate with Ministries of Health, NGOs, local authorities and international partners.
- Provide technical advice on human resources for health, programme implementation and quality improvement.
- Maintain databases and records for training and capacity-development activities.
- Track training outcomes and document lessons learned.
- Support review and development of workforce-development policies and guidelines.
- Help establish sustainable structures for continuous workforce capacity development.
- Prepare reports on implementation progress and results.
QUALIFICATIONS AND EXPERIENCE
Candidates should have one of the following combinations:
- Bachelor’s degree plus four to six years of relevant experience; OR
- Master’s degree plus two to four years of relevant experience; OR
- Doctorate plus up to two years’ relevant experience.
Relevant fields include Public Health, Health Administration, Development Studies or related disciplines.
- Experience in health-workforce development or capacity building.
- Experience with donor-funded NGO/public-sector programmes is desirable.
- Knowledge of CHW programmes, adult learning, M&E and human resources for health.
- Strong communication, coordination, leadership, analytical and problem-solving skills.
- Microsoft Office proficiency and data-collection/analysis experience.
- Ability to work independently and with diverse teams.
- Master Trainer certification, digital-health/e-learning experience or relevant technical-health expertise is advantageous.
