JOB SUMMARY
The Local Capacity Strengthening/Health Workforce Development Officer supports assessments, training and mentorship for health workers and local partners. The role coordinates with government and programme partners and documents capacity-building results.

KEY RESPONSIBILITIES
- Assess health workforce and system capacity gaps and inform training plans.
- Develop or adapt curricula and training modules for health cadres, including community health workers and nurses.
- Organise and deliver training of trainers, workshops, mentorship and follow-up support.
- Coordinate with ministries of health, NGOs, authorities and other partners.
- Provide technical guidance on health workforce development, programme delivery and quality improvement.
- Track training, maintain records, analyse progress and report lessons and results.
- Support reviews of relevant policies, guidelines and sustainable workforce systems.
QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree in public health, health administration, development or a related field plus 4–6 years' experience; or master's plus 2–4 years; or doctorate plus 0–2 years.
- Experience in capacity building and health workforce development, ideally in donor-funded programmes.
- Knowledge of community health worker programmes, adult learning, M&E and human resources for health.
- Strong communication, coordination, analysis and Microsoft Office skills.
- Master Trainer certification, e-learning or digital-health experience are desirable.
