Position Description & Requirements
PURPOSE OF THE ASSIGNMENT
UNICEF seeks an international consultant to support the Federal Ministry of Education in developing Nigeria's Out-of-School Children (OOSC) policy, strategy and implementation plan. The work will build on the 2022 OOSC Framework, incorporate new evidence and the changing context, and support mapping of non-formal learning centres with federal and state governments and partners.

MINIMUM REQUIREMENTS
Education:
- Master's degree in Education Development, Sustainable Development, Education Policy, Out-of-School Children, Teacher Training, International Relations or a related field.
Experience:
- At least 8 years of experience in education-sector planning and development of education plans and policy documents in Nigeria or a similar context.
- Strong knowledge of current global education issues and good practice.
- Experience supporting government-led education reforms in Sub-Saharan Africa or a comparable context.
- Demonstrated experience with initiatives addressing dropout, enrolment, retention, completion and transition for school-aged children.
KNOWLEDGE AND SKILLS
- Expertise in education-sector planning and strategy development, particularly out-of-school programming.
- Excellent written and oral communication and ability to translate evidence for diverse stakeholders.
- Strong understanding of the education landscape in Sub-Saharan Africa, ideally Nigeria.
- Familiarity with competency-based standards and instructional design in low-resource or multilingual settings.
- Fluency in English.
- Nigerian political and education-context knowledge, UN or international-development experience, UNICEF programme knowledge and strong writing skills are assets.
