JOB SUMMARY

The Integrated Primary Healthcare Advisor will provide technical guidance and oversight for integrated primary healthcare and general hospital activities.

The successful candidate will support capacity building, mentoring and technical assistance at state, Local Government Health Authority, health facility and community levels.

The role will focus on improving the delivery of maternal, newborn and child health, nutrition, routine immunisation, malaria, HIV and tuberculosis services using quality-improvement approaches within a stronger and more sustainable health system.

KEY RESPONSIBILITIES

  • Provide technical guidance and oversight for integrated primary healthcare and general hospital activities.
  • Support the implementation of integrated maternal, newborn and child health, nutrition, immunisation, malaria, HIV and tuberculosis services.
  • Provide technical assistance at state, Local Government Health Authority, health facility and community levels.
  • Work with State Primary Healthcare Development Agencies, Ministries of Health, Local Government Health Authorities, Ward Development Committees, local NGOs and primary healthcare facilities.
  • Support the implementation of national and state primary healthcare strategies, operational plans and programme guidelines.
  • Build the capacity of trainers, health workers, government personnel and community structures.
  • Promote sustainable learning, mentoring and quality-improvement approaches.
  • Support the delivery of high-impact health interventions in public and private health facilities.
  • Help government institutions adapt federal guidelines, tools and procedures for implementation at state level.
  • Strengthen quality-improvement structures and systems in accordance with Nigeria’s national Quality of Care Strategy.
  • Support routine integrated supportive supervision.
  • Assist facilities in establishing and maintaining Quality Improvement Teams.
  • Support the development and implementation of measurable quality-improvement plans.
  • Mentor healthcare workers and community structures on integrated service delivery, data use and quality improvement.
  • Support the identification and monitoring of maternal, newborn, child health, nutrition, malaria and immunisation indicators.
  • Analyse data needs and identify gaps affecting service delivery and programme monitoring.
  • Support improvements in the quality of routine health-management information system data.
  • Strengthen the capacity of health workers to calculate, visualise and interpret performance indicators.
  • Contribute to state programme strategies, annual operational plans and budgets.
  • Support timely, complete and accurate recording and reporting of facility-based and outreach services.
  • Collaborate with professional associations to support clinical capacity building and mentoring.
  • Work with the project’s Community Engagement Specialist to connect social and behaviour-change activities with health-service delivery.
  • Collaborate with malaria stakeholders, including government malaria programmes and other relevant partners.
  • Support advocacy for the adoption of evidence-based healthcare practices.
  • Contribute to continuous learning, programme adaptation and knowledge-management products.
  • Contribute to routine project reports, success stories and publications.

QUALIFICATIONS AND EXPERIENCE

  • Medical degree, nursing degree or midwifery degree.
  • Master’s degree in Public Health, Nursing or another relevant field.
  • Minimum of eight years of relevant experience in one or more of the following areas:
  • Maternal health.
  • Newborn health.
  • Child health.
  • Nutrition.
  • Immunisation.
  • Malaria.
  • Experience supporting integrated primary healthcare service delivery at health-facility and community levels.
  • Experience implementing programmes at primary healthcare level is an advantage.
  • Familiarity with performance indicators in at least two relevant technical areas.
  • Experience applying quality-improvement approaches to strengthen primary healthcare services.
  • Familiarity with Nigeria’s public and private health systems at state, Local Government Health Authority and community levels.
  • Knowledge of the cultural, political and ethical issues affecting healthcare delivery in Nigeria.
  • Experience managing stakeholders and strengthening capacity at subnational levels.
  • Experience delivering maternal, newborn and child health, nutrition, malaria and immunisation training packages.
  • Experience mentoring and supervising healthcare workers.
  • Ability to speak the local language relevant to the assigned state is required or strongly preferred.
