Position Description & Requirements

The Danish Refugee Council is recruiting an Information Management Specialist to develop and manage databases, dashboards, data-collection systems and reporting tools supporting humanitarian programmes in Nigeria. Applicants should possess a relevant university degree and at least five years of experience in information management, database administration or programme data management.

Reports To: Head of Programme

Role Purpose

The Information Management Specialist will develop and manage systems for collecting, storing, protecting, analysing and reporting programme information across DRC Nigeria.

The specialist will ensure that programme data is accurate, accessible, secure and useful for programme decision-making, accountability, learning and performance improvement.

Key Responsibilities

Information-System Development

  • Lead the design and implementation of information-management systems.
  • Develop and maintain programme databases, dashboards and reporting systems.
  • Ensure that databases are accurate, secure, accessible and regularly updated.
  • Standardise information-management procedures across programmes and locations.
  • Develop data-collection tools, templates, guidance documents and data-entry procedures.
  • Provide technical support to programme and MEAL teams.

Data Collection and Analysis

  • Coordinate the collection, storage and management of programme data.
  • Support needs assessments, surveys, evaluations and monitoring exercises.
  • Develop data-analysis frameworks for surveys and assessments.
  • Produce dashboards, visualisations, maps and performance reports.
  • Work with programme teams to interpret data and improve programme decisions.
  • Integrate GIS and spatial-analysis tools where appropriate.

Capacity Strengthening

  • Train DRC staff and partners on information-management tools and procedures.
  • Strengthen the capacity of field teams to collect, manage, analyse and report data.
  • Support the MEAL team in delivering data-analysis and information-management training.
  • Provide ongoing technical assistance to teams using information-management systems.

Data Quality and Protection

  • Establish procedures for ensuring data accuracy, completeness, reliability and timeliness.
  • Conduct routine reviews and audits of databases and data-collection processes.
  • Identify data-quality and information-security risks.
  • Protect confidential information in accordance with DRC policies and applicable data-protection principles.
  • Ensure that access to sensitive information is properly controlled.

Coordination and Collaboration

  • Work with programme, MEAL, field and IT teams.
  • Coordinate with UN agencies, NGOs, government institutions and other partners.
  • Promote consistent data-sharing and reporting standards.
  • Support the integration of information systems into programme strategies.

MEAL and Organisational Learning

  • Ensure that information systems contribute to monitoring, evaluation, accountability and learning objectives.
  • Support the documentation of programme lessons, good practices and case studies.
  • Use programme data to support programme adaptation and future design.

Support to Civil-Society Partners

  • Assess partners’ information-management capacity.
  • Develop information-management training plans for partner organisations.
  • Provide partners with appropriate data tools and reporting systems.
  • Support partners in complying with DRC and donor MEAL standards.

Minimum Qualifications

Education:

  • University degree in Computer Science, Programming, Information Management, Information Technology or another relevant discipline.
  • A master’s degree is preferred.
  • Certification in a programming language is an advantage.

Experience:

  • At least five years of experience in information management, database design, database administration or programme data management.
  • Experience working with humanitarian or development projects implemented by NGOs or UN agencies.

Technical Requirements

  • Strong knowledge of Excel, SQL, R, Access, Power BI or another data-analysis package.
  • Experience designing and administering databases.
  • Ability to write database queries and code.
  • Knowledge of monitoring and evaluation processes.
  • Experience with platforms such as KoboToolbox, ODK, ActivityInfo, SurveyCTO or CommCare.
  • GIS and spatial-analysis experience is an advantage.
  • Experience training staff and partners.
