The Norwegian Refugee Council is an international humanitarian organisation that protects the rights of refugees, internally displaced persons and other people affected by conflict and displacement.

NRC’s Information, Counselling and Legal Assistance programme helps displacement-affected people access legal identity, civil documentation, housing, land and property rights and other protection services.

Position: Information, Counselling and Legal Assistance Programme Development Manager

Location: Maiduguri, Borno State

Contract Duration: 12 Months

JOB SUMMARY

The Programme Development Manager will provide technical leadership for NRC’s Information, Counselling and Legal Assistance programme in Nigeria.

The successful candidate will develop programme strategies, manage projects and partnerships and ensure that activities meet NRC standards and donor requirements.

KEY RESPONSIBILITIES

  • Develop NRC Nigeria’s ICLA strategy.
  • Develop technical standard operating procedures, guidelines and programme tools.
  • Prepare logical frameworks and other programme-planning documents.
  • Design and develop new ICLA projects.
  • Manage funding proposals, programme budgets and donor reports.
  • Coordinate project activities, documentation, finances and implementation timelines.
  • Ensure compliance with NRC policies, programme tools, handbooks and guidelines.
  • Provide technical leadership and quality assurance across operational areas.
  • Manage and supervise programme staff.
  • Build the technical capacity of NRC staff and implementing partners.
  • Conduct field visits across NRC operational locations.
  • Directly manage ICLA partnerships.
  • Support knowledge transfer to local and national partners.
  • Monitor changes in legal, protection and displacement policies.
  • Advise senior management on programme quality and technical developments.
  • Liaise with local and national government authorities.
  • Coordinate with humanitarian organisations, civil society organisations and community structures.
  • Represent NRC in clusters, working groups and coordination forums.
  • Promote the rights of internally displaced persons, returnees, refugees, deportees and migrants.
  • Ensure that programming responds to legal-protection and housing, land and property needs.

QUALIFICATIONS AND EXPERIENCE

  • Relevant university degree in Law, Social Sciences, Anthropology, Geography, Development Studies or another related field.
  • A Master’s degree is an advantage.
  • Minimum of five years of experience in a senior-level humanitarian or recovery programme-implementation role.
  • Strong technical experience in protection programming.
  • Professional experience in legal-protection programming.
  • Experience working in complex, volatile or insecure environments.
  • Experience supporting people with different forms of vulnerability.
  • Experience managing programme budgets.
  • Experience preparing technical and donor reports.
  • Documented experience delivering results related to the position.
  • Willingness to travel and spend nights in field locations.
  • Fluency in written and spoken English is required.
