The Norwegian Refugee Council (NRC) is one of the world's leading humanitarian organisations supporting refugees, internally displaced persons and vulnerable communities affected by conflict and disasters.
The Information, Counselling and Legal Assistance (ICLA) programme helps displaced and conflict-affected populations obtain legal identity documents, access housing, land and property rights, receive legal counselling and pursue durable solutions in accordance with Nigerian laws and international humanitarian standards.
The programme works closely with government institutions, humanitarian partners and local communities across North-East Nigeria.
NRC is recruiting an experienced Information, Counselling and Legal Assistance (ICLA) Programme Development Manager to provide strategic leadership and technical oversight for its ICLA programme in Nigeria.
Key Responsibilities
Lead the design, development and implementation of NRC's ICLA strategy in Nigeria.
Develop technical guidelines, Standard Operating Procedures (SOPs) and programme tools.
Coordinate implementation of ICLA projects across NRC operational areas.
Manage programme budgets, funding proposals and donor reports.
Supervise programme staff and strengthen technical capacity across field offices.
Ensure compliance with NRC policies, donor regulations and humanitarian standards.
Build and maintain strong relationships with government agencies, humanitarian partners and relevant coordination platforms.
Represent NRC in protection, legal assistance and humanitarian coordination meetings.
Promote the rights of internally displaced persons, refugees, returnees and other vulnerable populations.
Qualifications
Bachelor's Degree in Law, Development Studies, Social Sciences, Geography, Anthropology or a related field.
Master's Degree is an added advantage.
Minimum of five (5) years' experience in a senior humanitarian programme management position.
Demonstrated experience in legal protection or protection programming.
Strong experience managing grants, budgets and donor reporting.
Experience working in complex emergency or conflict settings.
Excellent leadership, communication and report-writing skills.
Fluency in written and spoken English.
