ORGANIZATION AND PROGRAMME BACKGROUND
The Norwegian Refugee Council is an international humanitarian organization assisting people forced to flee.
The Nigeria INGO Forum was established in 2014 to strengthen collaboration among international NGOs involved in humanitarian, development and peacebuilding work in Nigeria. Its membership platform supports information sharing, advocacy, coordination and engagement with government, donors and United Nations agencies.
The position will support the establishment and daily operation of the Forum’s Humanitarian Safety Unit for Northwest Nigeria.
ROLE PURPOSE
The Humanitarian Safety Technical Officer will help provide Nigeria INGO Forum members with a principled, member-owned mechanism for humanitarian-safety coordination.
The officer will facilitate coordination, analyse operational information, maintain incident records, produce safety-information products and support preparedness and capacity development for organizations operating across Northwest Nigeria.
KEY RESPONSIBILITIES
HUMANITARIAN SAFETY COORDINATION
- Plan, convene and facilitate safety-coordination meetings and roundtables for Forum members across Northwest Nigeria.
- Promote operational awareness, information sharing and coordinated humanitarian response.
- Help create an effective space for collaboration among NGOs.
- Support proactive agenda-setting and evidence-informed decision-making.
- Represent and communicate collective operational concerns where appropriate.
INFORMATION MANAGEMENT AND ANALYSIS
- Develop, validate and disseminate periodic humanitarian-safety information products.
- Maintain the Forum’s 6Ws database and prepare quarterly operational reports.
- Maintain appropriate records of distributed information products.
- Manage a database of operational incidents voluntarily reported by member organizations.
- Analyse incident and contextual trends.
- Produce information that supports humanitarian preparedness and operational decision-making.
- Work with the Information Management Technical Adviser to develop relevant analytical products.
- Monitor humanitarian, political, operational and contextual developments affecting NGO activities.
- Provide timely analytical updates to Forum leadership.
TRAINING AND CAPACITY DEVELOPMENT
- Identify safety-capacity needs among participating organizations.
- Coordinate logistical arrangements for Hostile Environment Awareness Training, Safe and Secure Approaches in Field Environments or equivalent training.
- Collaborate with the Humanitarian Safety Adviser, member organizations and accredited training providers.
- Support workshops and other capacity-building activities for member safety focal points.
GOVERNMENT AND STAKEHOLDER ENGAGEMENT
- Maintain regular liaison with relevant government authorities and humanitarian-coordination stakeholders.
- Support humanitarian access and operational coordination in accordance with applicable regulations and humanitarian principles.
- Provide advisory support concerning bureaucratic or administrative processes affecting humanitarian operations.
- Work with the Government Engagement Adviser and Humanitarian Safety Adviser.
- Maintain effective relationships with INGOs, United Nations agencies, donors, local NGOs and government counterparts.
PROTECTION, CONFIDENTIALITY AND COMPLIANCE
- Protect confidential incident information, vulnerable-group data and sensitive sources.
- Apply appropriate protection considerations to the Humanitarian Safety Unit’s work.
- Comply with NRC, Nigeria INGO Forum and donor policies and procedures.
- Follow security procedures established by NRC’s country leadership.
- Maintain impartiality and appropriate information-sharing protocols.
QUALIFICATIONS AND EXPERIENCE
- University degree in Conflict and Development, International Relations, International Humanitarian Law or a related technical discipline.
- At least two to three years of relevant humanitarian or recovery coordination experience.
- At least three years of relevant experience with a local NGO, international NGO or United Nations agency.
- Experience working in complex and volatile environments.
- Experience working with a humanitarian-coordination body.
- Demonstrated results in responsibilities comparable to those of the position.
- Experience developing productive relationships with Nigerian government counterparts.
- Knowledge of humanitarian-coordination systems and participating organizations’ mandates.
SKILLS AND COMPETENCIES

- Strong understanding of Nigeria’s security, economic and political environment.
- Knowledge of the Lake Chad Basin and Sahel context.

- Knowledge of international humanitarian law and civil-military coordination principles.
- Strong data-analysis and interpretation skills.
- Excellent writing, editing and analytical ability.
- Facilitation, dialogue and relationship-building skills.
- Ability to present collective positions to diverse stakeholders.
- Microsoft Word and Excel proficiency.
- Ability to work independently in a demanding environment.
- Written and spoken fluency in English.
- Hausa or another Northern Nigerian language is an advantage.
