ORGANIZATION AND PROGRAMME BACKGROUND
The Norwegian Refugee Council is an international humanitarian organization assisting people affected by displacement. The Nigeria INGO Forum supports collaboration, information sharing, advocacy and coordination among international NGOs working across Nigeria.
ROLE PURPOSE
The Humanitarian Safety Advisor will lead the establishment and daily operationalisation of the Nigeria INGO Forum Humanitarian Safety Unit for the North-East and North-Central regions. The unit will provide member organisations with a principled, member-owned safety-coordination mechanism.
KEY RESPONSIBILITIES
- Plan and facilitate humanitarian-safety coordination meetings and roundtables for Forum members.
- Promote operational awareness, information sharing and coordinated humanitarian response.
- Work with the Information Management Technical Adviser to produce validated safety-information products, including the 6Ws database and quarterly operational reports.
- Maintain a confidential database of incidents voluntarily reported by member organisations, analyse trends and support preparedness and operational decisions.
- Identify capacity-development needs and coordinate HEAT, SSAFE or equivalent safety training with accredited providers.
- Serve as the Forum’s focal point for engagement with UNDSS under the Enhanced Saving Lives Together framework.
- Support collaborative information-sharing and joint-preparedness arrangements.
- Advise on bureaucratic and administrative processes affecting humanitarian operations.
- Liaise constructively with relevant government authorities.
- Represent the Forum in access, safety and humanitarian-coordination platforms.
- Provide technical guidance and quality assurance to the Humanitarian Safety Officer.
- Monitor contextual, humanitarian and operational developments and provide timely analytical updates.
- Protect sensitive sources, confidential incident data and information concerning vulnerable groups.
- Support workshops and capacity development for member safety focal points.
- Comply with NRC security procedures and policies.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Conflict and Development, Sociology, International Relations, International Humanitarian Law or a related field.
- At least five years of NGO, UN or nonprofit experience in international humanitarian or recovery programmes.
- Experience working in complex and volatile contexts.
- Experience working for a humanitarian-coordination body.
- Demonstrated ability to build productive relationships with Nigerian government counterparts.
- Knowledge of humanitarian-coordination systems and participating organisations’ mandates.
- Understanding of Nigeria’s security, economic and political environment and the Lake Chad Basin and Sahel context.
- Working knowledge of the UN Security Management System, Saving Lives Together and OCHA-led access-coordination architecture.
- Knowledge of international humanitarian law and civil-military coordination principles.
- Advanced knowledge of communications technology, including satellite and mobile communications.
- Database and wireless-networking skills.
