Position Description & Requirements

ARFH is recruiting an experienced adviser to provide high-level technical support to State Ministries of Health, State Primary Health Care Development Agencies, LGAs, health facilities and community organisations.

The position will strengthen governance, routine health-information systems, domestic financing, programme monitoring and institutional capacity for sustainable family-planning programming.

Key responsibilities include:

  • Strengthen state health systems, governance structures and family-planning planning processes.
  • Improve the completeness, timeliness and accuracy of DHIS2, NHMIS, LMIS, facility and community data.
  • Facilitate data validation, triangulation, review meetings and performance-improvement planning.
  • Support quality improvement, documentation, supportive supervision and compliance with national reporting standards.
  • Advocate for increased government budget allocation and timely release of family-planning funds.
  • Build the capacity of government, LGA, facility and community-based organisation personnel.
  • Monitor CBO workplans, reports, performance targets and compliance.
  • Develop sustainability and transition plans with state governments.
  • Represent ARFH in technical working groups and policy discussions.

Qualifications and experience:

  • Master’s degree in Public Health, Health Systems Management, Health Economics, Health Informatics, Epidemiology, M&E, Public Policy, Development Studies or a related discipline.
  • Eight to ten years of progressively responsible public-health, health-systems or family-planning experience.
  • Experience supporting Nigerian government health institutions.
  • Strong knowledge of DHIS2, NHMIS, LMIS, data-quality assessments and supportive supervision.
  • Experience in reproductive health, RMNCAH, health financing, policy advocacy and institutional capacity strengthening.
  • Familiarity with donor-funded programmes is an advantage.
  • Ability to travel for up to 70% of working time.
