Position Description & Requirements

The International Committee of the Red Cross is recruiting a Health Field Officer 2 in Damaturu, Yobe State. The role is within the Health job family and is a fixed-term position.

Under the supervision of the Damaturu Health Team Leader, the Health Field Officer 2 will be part of the team implementing health and nutrition activities within the assigned area of responsibility. The officer will serve as the focal point for nutrition activities while contributing to Primary Health Care, disease surveillance, emergency response and capacity-building activities.

The role will include technical supervision and monitoring of Stabilization Centre services at hospital level to ensure quality management of Severe Acute Malnutrition with medical complications, in line with national and international protocols. The officer will also oversee Outpatient Therapeutic Programme, Targeted Supplementary Feeding Programme, Maternal Infant and Young Child Nutrition interventions and community nutrition activities.

Key Responsibilities:

Maintain dialogue with hospital coordination units and monitor treatment and care for ICRC-supported patients.

Serve as ICRC focal point for Stabilization Centre services in supported hospitals.

Conduct regular supportive supervision visits to improve quality of care.

Monitor adherence to national and international protocols for management of Severe Acute Malnutrition.

Support mentorship, on-the-job training and formal capacity-building for hospital staff.

Monitor admissions, cure rates, mortality rates and other key health and nutrition indicators.

Support forecasting, procurement and management of therapeutic feeds, drugs and medical supplies.

Support sustainability planning and coordination with hospital management and health authorities.

Monitor and supervise ICRC-supported health and nutrition activities, including OTP and TSFP services.

Strengthen quality of care in outpatient consultations, maternal and child health, immunisation, family planning and preventive services.

Support community-based management of SAM in collaboration with the Economic Security team.

Monitor nutrition commodity consumption, storage, reporting and forecasting.

Ensure active case finding, screening, referral and defaulter-tracing mechanisms are functional.

Organise and facilitate training, mentorship and supportive supervision activities.

Monitor and report disease outbreaks and public health emergencies.

Support preparedness and response to cholera, measles, diphtheria, meningitis, malnutrition surges and other emergencies.

Strengthen collaboration with the Nigerian Red Cross Society and humanitarian partners.

Promote integration between Health, Nutrition, Economic Security, Water and Habitat and Protection programmes.

Support health facilities to compile routine health and nutrition reports.

Required Qualifications:

University degree in Medicine, Nursing or Midwifery.

Postgraduate Master’s degree or diploma in Public Health or Health Management is a strong asset.

Fluent English and local working language, especially Hausa.

Valid licence to practise.

Good computer skills, especially Microsoft Word and Excel.

Minimum of three years of professional experience in a related field, especially emergency or humanitarian settings.

Valid working permit to work in Nigeria.

Good knowledge of the assigned geographical environment.

Good reporting, analytical and computer skills.

Strong teamwork and collaboration skills.
