Position Description & Requirements

ABOUT NORWEGIAN REFUGEE COUNCIL:

The Norwegian Refugee Council (NRC) is an independent humanitarian, non-profit and non-governmental organisation providing assistance, protection and durable solutions to refugees and internally displaced people around the world.

JOB SUMMARY:

The Head of Programme Nigeria will provide strategic leadership and oversight for NRC's programme portfolio in Nigeria. The position is responsible for ensuring that projects and interventions are effectively designed, implemented, monitored and aligned with NRC's mission, country strategy and donor requirements.

The role will contribute to programme quality, impact, accountability and growth while supporting efficient resource management, fundraising, partnership development and compliance with organisational policies.

The position is also expected to support the Country Director and may act as Country Director when delegated.

KEY RESPONSIBILITIES:

1.Lead the development of NRC Nigeria's fundraising strategy in collaboration with the Programme Unit, including mapping donor policies, priorities and funding opportunities and aligning them with NRC's programme and advocacy objectives.
2.Lead the development and implementation of NRC Nigeria's partnership strategy, strengthening collaboration with national and international partners and supporting equitable, principled and effective partnerships.
3.Contribute to the development, implementation and review of NRC Nigeria's country strategy and ensure that programme priorities are aligned with organisational objectives.
4.Provide strategic leadership and oversight for the country's programme portfolio and ensure that programmes are coherent, high-quality, relevant and responsive to the humanitarian and recovery context.
5.Ensure strong and consistent technical programme input into relevant programme documents, proposals, strategies, assessments and implementation processes.
6.Strengthen collaboration with humanitarian, development, government, civil-society and other relevant actors through effective networking and partnership development.
7.Ensure sound and timely grants management through NRC's Project Cycle Management framework and in accordance with donor requirements, contractual obligations and organisational best practice.
8.Promote effective coordination and synergy between programme and support departments to improve programme delivery and organisational efficiency.
9.Support programme quality, monitoring, evaluation, accountability and learning systems and ensure that programme evidence and learning are incorporated into programme design and implementation.
10.Support the development of integrated programmes and evidence-based approaches to improve quality throughout the project cycle.
11.Provide strategic support to programme teams working in emergency response, early recovery, scale-up and other complex operating environments.
12.Strengthen programme staff capacity through coaching, mentoring, training and other professional-development approaches, including remote support where required.
13.Support effective consortium and partnership implementation and provide appropriate strategic and technical guidance to partners and programme teams.
14.Promote accountability, quality assurance, learning and continuous improvement across NRC Nigeria's programme portfolio.
15.Represent the programme function in relevant senior-management, coordination, donor and external stakeholder engagements.
16.Support the Country Director in programme-related representation and coordination responsibilities and act as Country Director when delegated.
17.Ensure that programme resources are managed effectively and that programme implementation remains consistent with NRC's policies, procedures and strategic priorities.
18.Promote collaboration, cross-functional teamwork and effective communication across programme and support units.
19.Monitor developments in the Central and West African humanitarian context, donor landscape and programme environment and use relevant information to strengthen programme strategy and decision-making.
20.Carry out other senior programme leadership responsibilities assigned by NRC management.

REQUIREMENTS:

1.Bachelor's degree in Programme Management, Business, Social Sciences or another relevant field.
2.An advanced academic qualification such as an MBA, MSc or MA is an added advantage.
3.Minimum of 5 years' experience in a senior management position within a humanitarian or recovery context.
4.Demonstrated responsibility for programme and/or project management.
5.Experience in programme design, implementation, monitoring and quality assurance.
6.Experience working with or leading consortia, partnerships or multi-organisation programme arrangements.
7.Experience with MEAL systems, approaches and accountability mechanisms.
8.Experience working in complex and volatile environments.
9.Demonstrated results and achievements related to programme leadership and management responsibilities.
10.Experience working in emergency, early-recovery, start-up or scale-up programme contexts.
11.Experience delivering integrated programmes and mainstreaming evidence-based approaches throughout the project cycle.
12.Knowledge of donor landscapes, donor priorities and donor compliance requirements.
13.Knowledge of the Central and West African context and humanitarian crises.
14.Experience in team capacity strengthening, including coaching, mentoring and training.
15.Strong strategic-thinking and programme-management skills.
16.Strong leadership, team-building and cross-cultural communication abilities.
17.Strong conflict-resolution and stakeholder-management skills.
18.Excellent written and spoken English.

Experience supporting programme start-up, scale-up, emergency response and early-recovery operations.

Experience working across integrated programme sectors and functions.

Knowledge of donor priorities, funding conditions and compliance expectations.

Experience with cross-cultural team leadership and conflict resolution.

Experience designing and delivering staff capacity strengthening through coaching, mentoring, training and remote support.
