Position Description & Requirements

Under the direct supervision of the Area Coordinator, the Head of Base will be responsible for the overall coordination, implementation and operational management of PUI activities in Monguno Local Government Area.

The position will oversee programme implementation and support functions, including finance, human resources, administration, logistics, security, compliance, reporting and external representation.

The Head of Base will ensure effective coordination between the Monguno base and PUI’s coordination offices in Maiduguri and Abuja. The successful candidate will also represent PUI before local authorities, humanitarian organisations, community structures and relevant coordination platforms.

KEY RESPONSIBILITIES

Financial, Budgetary and Accounting Management

  • Supervise financial, accounting and budget-management activities at the Monguno base.
  • Ensure that financial operations comply with PUI procedures and donor requirements.
  • Oversee petty cash, cash transfers, bank transactions and other cash-management processes.
  • Ensure that financial risks relating to cash operations are properly identified and managed.
  • Review and approve payments within the authority delegated to the Head of Base.
  • Verify procurement, travel, staff-incentive, contractor and other payment requests.
  • Review payments exceeding the base-level approval threshold before forwarding them for final approval.
  • Ensure that programme and support departments submit accurate cash forecasts.
  • Monitor supplier payments, staff payments, labour costs and other financial commitments.
  • Lead monthly budget and operational follow-up meetings.
  • Monitor programme expenditure against approved budgets.
  • Ensure that accounting journals, vouchers, reconciliations and supporting documents are complete and accurate.
  • Maintain effective internal-control systems at the base.
  • Ensure that finance, accounting and HR records are properly filed and ready for internal or external audits.
  • Support the preparation of accurate and timely donor financial reports.
  • Serve as the primary liaison with relevant banking institutions at the base level.
  • Monitor cash flow and report anticipated funding shortages early.

Human Resources and Team Management

  • Provide overall supervision and leadership to programme and support teams at the base.
  • Oversee human-resource and administrative activities in coordination with the HR team.
  • Ensure that staff comply with PUI policies, procedures, values and code of conduct.
  • Promote awareness of Protection from Sexual Exploitation and Abuse and other safeguarding obligations.
  • Support the recruitment, onboarding and induction of new employees.
  • Ensure that staff and visitors receive appropriate programme, operational and security briefings.
  • Coordinate staff-performance management, including objective setting, midterm reviews and final evaluations.
  • Support managers in addressing employee underperformance.
  • Identify staff-development needs and coordinate training, coaching and mentoring activities.
  • Conduct regular meetings with departmental heads.
  • Lead monthly base-coordination meetings and monitor agreed action points.
  • Promote a respectful, inclusive and professional working environment.
  • Support the resolution of grievances, workplace conflicts and disciplinary concerns.
  • Monitor staff welfare and encourage appropriate stress-management practices.
  • Approve staff travel in accordance with security and operational procedures.
  • Delegate responsibilities while maintaining appropriate oversight and accountability.

Administrative Management

  • Ensure that administrative systems at the base comply with PUI procedures.
  • Review and validate operational and administrative contracts.
  • Ensure that supplier, service-provider, rental and other agreements are properly documented.
  • Monitor rental agreements, insurance policies and relevant renewal dates.
  • Ensure that administrative and contractual documents are properly filed and archived.
  • Support the development and review of partnership agreements with local organisations.
  • Assist partner organisations in understanding financial and administrative requirements.
  • Strengthen partner compliance with PUI and donor procedures.

Logistics and Supply-Chain Management

  • Supervise logistics and supply-chain operations at the Monguno base.
  • Review and approve purchase requests, purchase orders, contracts, store releases and payment requests.
  • Ensure that procurement activities comply with PUI procedures, donor conditions and applicable regulations.
  • Coordinate procurement planning with programme, finance and logistics teams.
  • Monitor procurement lead times and ensure that programme requirements are addressed promptly.
  • Ensure that approved and prequalified suppliers are used.
  • Supervise warehouse operations and stock-management systems.
  • Conduct or oversee regular physical stock checks.
  • Ensure that storage facilities meet appropriate safety, hygiene and security standards.
  • Oversee the proper use and maintenance of vehicles, equipment, computers and other organisational assets.
  • Report the loss, misuse or damage of organisational property.
  • Coordinate the allocation of vehicles, equipment and office resources.
  • Ensure that vehicles and equipment are serviced according to approved schedules.
  • Supervise asset-disposal and stock-adjustment processes.
  • Ensure that quarterly, semiannual and annual inventories are completed.
  • Maintain regular communication with logistics teams in Maiduguri and Abuja.

Programme and Grant Management

  • Ensure that programme work plans, spending plans and procurement plans are developed and regularly updated.
  • Monitor project activities, timelines, outputs, milestones and deliverables.
  • Organise and participate in project-cycle management meetings.
  • Ensure that programmes comply with PUI’s programme framework, technical standards and donor requirements.
  • Provide operational and administrative support to health, nutrition, protection and psychosocial-support teams.
  • Coordinate with MEAL staff to ensure that project-monitoring systems are established and used effectively.
  • Conduct regular field visits to monitor programme implementation.
  • Verify the appropriate use of programme materials and resources.
  • Monitor community participation and accountability.
  • Identify implementation challenges and ensure that corrective measures are taken.
  • Support the preparation of programme, donor and management reports.
  • Ensure effective communication between programme and support departments.

Representation and Coordination

  • Represent PUI before local authorities, community leaders and humanitarian organisations.
  • Participate in relevant coordination meetings at the LGA level.
  • Maintain professional relationships with government representatives, UN agencies, international NGOs, national NGOs and community structures.
  • Promote cooperation with humanitarian actors operating in Monguno and surrounding locations.
  • Provide accurate updates on PUI activities to relevant stakeholders.
  • Coordinate external communication with the Area Coordinator and technical teams.
  • Facilitate donor-monitoring visits and field missions.
  • Ensure that programme sites comply with donor-visibility and branding requirements.
  • Advocate for principled, coordinated and needs-based humanitarian assistance.
  • Strengthen community acceptance and safe humanitarian access.

Leadership and Base Coordination

  • Provide clear strategic and operational direction to all base departments.
  • Translate organisational priorities into practical base-level plans.
  • Promote teamwork, transparency, accountability and effective communication.
  • Encourage staff participation in identifying and resolving operational challenges.
  • Monitor the implementation of decisions made during coordination meetings.
  • Strengthen collaboration between programme, finance, HR, logistics, MEAL and security teams.
  • Ensure timely communication between Monguno, Maiduguri and Abuja offices.
  • Manage competing priorities in a complex humanitarian environment.
  • Maintain professional and respectful relationships with internal and external stakeholders.

Safety, Security and Humanitarian Access

  • Lead the development and implementation of the Monguno base Security Management Plan.
  • Ensure that security risk assessments, contingency plans and standard operating procedures are regularly reviewed.
  • Monitor security, access and contextual developments in Monguno and surrounding areas.
  • Ensure that security incidents and access challenges are promptly documented and reported.
  • Coordinate with community leaders, local stakeholders and security networks to support humanitarian access.
  • Ensure that offices, guest houses and operational facilities meet minimum safety and security requirements.
  • Strengthen access-control, fire-safety, guard-management and vehicle-safety procedures.
  • Ensure that new staff, visitors and consultants receive security briefings.
  • Promote staff safety, welfare and gender-sensitive risk management.
  • Organise regular security-awareness and emergency-preparedness sessions.
  • Ensure compliance with movement, communication and mission-planning procedures.
  • Support emergency-response and evacuation arrangements where required.

QUALIFICATIONS

  • Bachelor’s or master’s degree in Project Management, Business Administration, Development Studies, Social Sciences, Finance, Human Resources, Logistics or another relevant field.
  • Four to ten years of relevant professional experience.
  • Previous experience managing a humanitarian field base or complex field operation is strongly desirable.
  • Experience supervising programme, finance, HR, administration, logistics and security functions.
  • Experience managing donor-funded humanitarian programmes.
  • Knowledge of project-cycle management, budgeting and financial monitoring.
  • Experience working in insecure or access-constrained environments.
  • Experience coordinating with government authorities, UN agencies, NGOs and community representatives.
  • Strong knowledge of humanitarian principles, safeguarding and accountability standards.
  • Previous working experience in North-East Nigeria is an advantage.
