ROLE PURPOSE
The Global MEL Manager/Senior Manager will lead monitoring, evaluation and learning across One Acre Fund programmes in Nigeria, Uganda and the Democratic Republic of Congo. The position will supervise country MEL leadership, strengthen the systems and processes used by the wider Global MEL team, and promote consistent, high-quality evidence generation and use across multiple country programmes.
KEY RESPONSIBILITIES
Monitoring, Evaluation and Learning Leadership
- Directly manage the Country MEL Leads for Nigeria, Uganda and the Democratic Republic of Congo, including goal-setting, performance management, professional development and career support.
- Ensure that survey design, field implementation and data-collection processes meet global MEL standards.
- Review analytical work produced by country teams and oversee the preparation of reports and evidence-based recommendations.
- Present MEL findings in country steering-committee meetings and support programme leaders to act on data-informed recommendations.
- Oversee country-level MEL plans and budgets while maintaining data quality and compliance with global guidance.
Global MEL Systems and Operations
- Develop and maintain operational guidance, standard operating procedures and effective ways of working for the Global MEL team.
- Select and implement project-management tools and systems, standardise workflows and support adoption across distributed teams.
- Strengthen knowledge-management systems covering document storage, version control and access to reusable resources.
- Coordinate team-level project planning, capacity planning and cross-functional collaboration.
Capacity Building and Team Resilience
- Design and deliver onboarding and non-technical training for new MEL staff and Country MEL Leads.
- Establish practical systems that support consistent team performance across regions.
- Maintain knowledge-transfer and contingency arrangements to protect operational continuity during staff transitions.
Strategy and Thought Leadership
- Represent the MEL function in relevant organisational forums and contribute to global learning and evidence discussions.
- Lead or support department-improvement initiatives that strengthen the quality, efficiency and use of MEL work.
QUALIFICATIONS AND EXPERIENCE

- Strong experience with quantitative and qualitative research methods, programme evaluations, data-collection tool design, statistical analysis and professional reporting.
- Advanced understanding of experimental and quasi-experimental evaluation approaches, including randomised controlled trials, propensity-score matching and difference-in-differences.
- Proficiency in both Stata and R.
- Experience managing projects, designing processes, standardising workflows and supporting change across distributed teams.
- Knowledge-management experience, including document organisation, versioning and information systems.
- Demonstrated people-management experience, including the ability to lead and develop staff working across countries and time zones, largely through remote collaboration.

Placement in another stated One Acre Fund country of operation may be considered in limited circumstances. One Acre Fund states that it can support a work permit for this role, while giving preference to nationals of, or applicants with substantial professional experience in, its countries of operation.
