Position Description & Requirements
UNICEF requires a national consultant to strengthen financial-management systems in six State Primary Health Care Development Agencies supported under the GAVI Health Systems Strengthening grant.
The assignment covers Bayelsa, Kano, Kebbi, Kaduna, Sokoto and Zamfara States.
Key responsibilities include:
- Review existing financial processes, controls, budgeting systems and compliance arrangements.
- Develop or adapt tools and templates that comply with national and donor requirements.
- Strengthen internal controls and reduce risks involving fraud, misallocation and incomplete documentation.
- Train and mentor finance and accounts personnel.
- Support budgeting, fund-utilisation monitoring and variance analysis.
- Improve financial reporting and grant-accountability processes.
- Prepare the agencies for internal and external audits.
- Conduct spot checks and monitor implementation of corrective actions.
- Document lessons and measures required to sustain improvements.
Requirements:
- Bachelor’s degree in Business Administration, Finance, Accounting, Audit or another relevant field.
- Master’s degree or CPA, ICAN, ACCA or similar qualification is an advantage.
- Seven to ten years of progressively responsible financial-management, accounting or internal-control experience.
- Experience with donor-funded health programmes such as GAVI, Global Fund or World Bank.
- Government or subnational public-sector experience is an advantage.
- Strong English, report-writing, presentation, analytical and capacity-building skills.
Contract and application:
The consultancy is home-based and runs for 12 months. Applicants must submit an updated UNICEF profile, CV, cover letter and a separate financial proposal using UNICEF’s prescribed template. UNICEF does not request payment during recruitment.
