Position Description & Requirements

ORGANIZATION BACKGROUND

Action Against Hunger is an international humanitarian organization working to end hunger through health, nutrition, WASH, mental health, food-security, livelihoods and social-protection programmes. It began operations in Nigeria in 2010 and works across Northeast and Northwest Nigeria.

ROLE PURPOSE

The Finance Manager will ensure accurate and compliant financial management at the Katsina base. The role covers accounting, reporting, cash management, tax compliance, budgeting, forecasting, donor compliance, internal controls and financial-risk management. The manager will supervise and develop the Finance Officer and Finance Assistant.

KEY RESPONSIBILITIES

ACCOUNTING AND REPORTING

  • Disseminate accounting procedures and ensure compliance across the base.
  • Verify completeness, accuracy and correct budget allocation of financial transactions.
  • Close field accounting books within monthly deadlines.
  • Submit accounting information and reports to the Capital Office.
  • Complete monthly cash counts and bank reconciliations.
  • Maintain updated accounting records and supporting documents.
  • Review account codes, budget lines and transaction descriptions.
  • Report outstanding and prepaid advances when requested.

TAX, BUDGET AND DONOR COMPLIANCE

  • Ensure compliance with Nigerian tax requirements.
  • Apply, record and document withholding-tax deductions correctly.
  • Help budget holders prepare forecasts and monitor expenditure.
  • Lead monthly budget follow-up meetings and provide grant updates.
  • Monitor over- and underspending and recommend corrective actions.
  • Review donor guidelines, budget flexibility and compliance requirements.
  • Maintain complete grant vouchers and audit documentation.
  • Alert management to financial risks affecting grants.

CONTROL, AUDIT AND FRAUD PREVENTION

  • Implement cash-management and financial-control procedures.
  • Conduct periodic internal audits using the Financial Audit Procedure tool.
  • Track audit recommendations and corrective actions.
  • Report suspected fraud or corruption through approved channels.
  • Strengthen staff awareness of fraud and compliance risks.

TEAM MANAGEMENT

  • Set objectives and conduct appraisals for finance personnel.
  • Train staff on accounting procedures, systems, forecasting and budget management.
  • Identify learning needs and organize capacity-development activities.
  • Supervise, mentor and support the Finance Officer and Finance Assistant.

CASH MANAGEMENT

  • Safeguard cash resources and authorize eligible payments.
  • Prepare accurate cash forecasts and monitor expenditure against forecasts.
  • Work with programme managers to align cash needs with operational plans.
  • Monitor fund balances and maintain appropriate cash levels.

QUALIFICATIONS AND EXPERIENCE

  • Advanced degree in Accounting, Finance or a related field.
  • At least three years of professional finance experience, including team supervision and management.
  • ICAN, ANAN or an equivalent professional accounting certification.
  • Strong knowledge of accounting, budgeting, risk management and donor compliance.
  • Experience with ODOO is preferred.
  • Knowledge of SAGA or Action Against Hunger financial frameworks is advantageous.
