Position Description & Requirements

New Incentives / All Babies Are Equal Initiative is looking to identify Field Officers to support its programme dedicated to preventing child mortality in Yobe State, Nigeria. This post is for contingency purposes and to identify candidates for possible future scale-up.

Field Officers will support the New Incentives programme, which uses cash transfers to encourage mothers to complete the immunization schedule of their infants. The programme is operated in cooperation with the State Primary Healthcare Development Board in Yobe State.

The primary duty of the role is enrolling beneficiaries at public clinics. Field Officers are hired full-time and work at clinics throughout Yobe State. Applicants must already be based or resident in Yobe State.

Target LGAs/Towns:

Bade, Bursari, Damaturu, Geidam, Gujba, Gulani, Fika, Fune, Jakusko, Karasuwa, Machina, Nangere, Nguru, Potiskum, Tarmuwa, Yunusari and Yusufari.

Key Duties:

Enroll beneficiaries at remote public clinics.

Monitor immunization services at assigned clinics.

Interact with clinic staff and beneficiaries.

Conduct high-quality rapid assessments.

Assist with other duties related to the programme.

Position Responsibilities:

CCT Disbursements:

Enroll beneficiaries into the programme based on strict eligibility criteria.

Provide detailed reports on enrollments and maintain diligent cash management standards.

Coach caregivers to return to clinic and explain the next visit date.

Confirm vaccinations are given and properly marked.

Record and communicate stockouts, runouts or other reasons infants are not served.

Ensure health talks are conducted and key messages are communicated.

Prevent fraud among beneficiaries and health staff.

Inform caregivers about immunization benefits and discuss issues in their settlements.

Prevent out-of-catchment infants from being enrolled while ensuring eligible infants are not discouraged.

Collect, document and ensure outreach, campaign and immunization activities are attended by locals.

Complete proper submission of required reports for each immunization day.

Confirm beneficiaries are served without long waiting times.

Review clinic record-keeping and correct errors when needed.

Interact with clinic staff, NGOs and LGA officials.

Complete necessary trainings and appraisals.

Strictly follow security protocols and guidance.

Report incidents promptly to direct supervisors.

Communicate expected supply-side requirements to clinic staff.

Clinic and Settlement Activities:

Identify issues at clinics and inform the Field Manager.

Provide recommendations for resolving clinic and settlement issues.

Engage clinic staff and settlement stakeholders on issues affecting enrollment and immunization rates.

Track defaulters and understand causes of default while maintaining data confidentiality.

Perform awareness and other activities assigned by the Field Manager.

Provide detailed reports after delegated activities.

Collect and distribute clinic gifts where applicable and update relevant forms.

Complete assigned surveys in settlements and geographic areas.

Supply-side and Stakeholder Relationships:

Maintain cordial relationships with clinic staff, community leaders, Imams, TBAs, LLOs and other stakeholders.

Assess and report causes of enrollment and defaulter issues.

Report supply-side issues and submit clinic reports promptly.

Communicate expected supply requirements to clinic staff.

Serve as a first responder to fraud, supply and security issues.

Security Awareness:

Strictly comply with security protocols, policies and plans.

Call clinics and village leaders for security updates.

Report all security incidents in areas of operation.

Take responsibility for personal safety and team safety in the field.

Read and understand security documents relevant to the context of operation.

Required Qualifications:

Fluency in local languages/dialects spoken in Yobe, especially Hausa.

Nigerian national already based in Yobe State.

Minimum of SSCE; diploma in Health or other Natural Sciences will be an advantage.

Willingness to work at remote public clinics a few days per week and use public transport.

Experience with the Nigerian health system and clinic documentation, particularly infant health and vaccinations.

Experience collecting, synthesizing and drawing conclusions from health data is desirable.

Careful attention to financial matters and fund management.

Detail-oriented and diligent.

Passion to help others and reduce infant mortality.

Good communication and writing skills in English, Hausa and relevant dialects.

Proficiency in Microsoft Word, Excel, internet browsers, smartphones and communication technology.

Hard-working, result-oriented and loyal.

Motivation to work in a young organisation with a lean structure.
