New Incentives – All Babies Are Equal Initiative (NI-ABAE) is an organization working to increase childhood vaccination rates and reduce infant mortality through conditional cash transfer programmes.
The organization works in partnership with State Primary Healthcare Development Boards and operates through public health clinics across northern Nigeria. Field Officers are an important part of the organization's community-based implementation structure.
JOB SUMMARY:
The Field Officer will support implementation of the New Incentives programme at public health clinics and within surrounding communities.
The primary responsibility is to enroll eligible beneficiaries and support caregivers to complete their infants' routine immunization schedules. The role also involves data collection, community engagement, health education, beneficiary follow-up, reporting, fraud prevention and coordination with health workers and local stakeholders.
Field Officers work full-time and are expected to already live in, or reside within, the Local Government Areas and wards where New Incentives operates.
KEY RESPONSIBILITIES:
1.Enroll eligible beneficiaries at public clinics using established programme eligibility criteria and maintain accurate enrollment records.
2.Support conditional cash transfer activities by preparing and submitting enrollment logs, handling programme funds responsibly and maintaining accurate documentation.
3.Coach caregivers by explaining immunization schedules, expected return dates and the importance of completing routine vaccinations.
4.Track beneficiaries' vaccination progress by checking health cards, verifying vaccinations and reporting identified gaps or vaccine-supply shortages.
5.Conduct health education sessions for caregivers and communities on the benefits of immunization, possible side effects and the importance of completing vaccination schedules.
6.Support fraud prevention by identifying irregularities, maintaining programme integrity and reporting suspected fraudulent activities involving beneficiaries or health facility staff.
7.Engage with communities and support outreach activities designed to increase attendance at immunization sessions and improve awareness of the programme.
8.Ensure that only eligible infants living within designated operational boundaries are enrolled in the programme.
9.Track defaulters and follow up with families who miss scheduled clinic appointments to understand barriers and encourage return visits while protecting beneficiary confidentiality.
10.Conduct field surveys and collect accurate programme information across assigned settlements and geographic areas.
11.Identify operational problems at clinics, recommend practical solutions and escalate significant issues to the Field Manager.
12.Build and maintain effective relationships with clinic staff, Imams, Traditional Birth Attendants, community leaders and other relevant stakeholders.
13.Monitor health commodity availability at supported clinics, report shortages and communicate anticipated supply needs.
14.Act as an initial point of response for programme-related incidents involving fraud, supply shortages and security concerns and escalate them through established procedures.
15.Follow all organizational security policies, standard operating procedures and field safety requirements.
16.Obtain regular local security updates from community and clinic leaders and promptly report security incidents affecting staff or programme operations.
17.Complete mandatory training, performance assessments and other professional development activities as required.
18.Support special assignments and other duties that may be assigned by management, including temporary responsibilities associated with Reserve, Supervising or Logistics Officer functions.
REQUIREMENTS:
1.Minimum of SSCE, Diploma, CHEW or another relevant qualification.
2.At least 1–2 years of relevant work experience is preferred.
3.Previous NGO experience is an advantage but is not mandatory.
4.Fluency in Hausa and other relevant local dialects, both written and verbal.
5.Applicants must already be based in the Local Government Area and operational ward where the position is available.
6.Willingness to travel using public transport to remote public health clinics several days each week.
7.Familiarity with Nigerian health facilities, clinic documentation, infant health and routine immunization.
8.Experience collecting, organizing, analysing or reporting health and programme data.
9.Strong organizational skills and a high level of care when handling project funds and cash.
10.Proficiency with smartphones, internet browsers, Microsoft Excel and Microsoft Word.
11.Strong attention to detail and the ability to work accurately in a fast-changing environment.
12.Good communication and interpersonal skills and the ability to work effectively with clinic staff, community leaders, caregivers and programme colleagues.
13.Strong personal accountability, responsiveness and willingness to work in field environments.
14.Demonstrated interest in improving community health outcomes and reducing infant mortality.
