ORGANIZATION AND PROGRAMME BACKGROUND
ActionAid Nigeria, in partnership with ActionAid Denmark, Global Platform and Activista Nigeria, is implementing the five-year Strategic Partnership Programme II funded by the Danish International Development Agency. The programme operates from 2022 to 2026 across Akwa Ibom, Enugu, the Federal Capital Territory, Lagos, Kwara, Borno, Adamawa and Yobe. It promotes democratic rights, public services, sustainable livelihoods, climate accountability, youth leadership, resilience and protection, particularly for young women and marginalized communities.
ASSIGNMENT PURPOSE
The selected consultant or firm will conduct a comprehensive endline evaluation assessing the programme’s achievements, effectiveness, relevance, coherence, efficiency, impact and sustainability. The evaluation will document results, identify barriers and enabling factors, assess youth and feminist leadership approaches and provide recommendations for future programming.
KEY RESPONSIBILITIES
- Participate in inception meetings with ActionAid project and monitoring, evaluation and learning teams.
- Review programme documents, logframes and the theory of change.
- Design the evaluation methodology, sampling strategy and data-collection tools.
- Train data collectors and establish quality-assurance arrangements.
- Collect and analyse quantitative and qualitative information across the programme locations.
- Conduct surveys, key-informant interviews, focus-group discussions and field visits.
- Apply feminist, decolonial, anti-racist and intersectional evaluation approaches.
- Assess results using the OECD-DAC criteria.
- Use Outcome Harvesting to identify and verify significant changes.
- Conduct a cost-effectiveness analysis comparing relevant programme approaches.
- Ensure data is disaggregated by gender, age and other relevant characteristics.
- Produce technically sound reports, datasets, summaries and community-friendly dissemination materials.
DELIVERABLES
- Inception report containing the methodology, sampling strategy and workplan.
- Pre-tested data-collection tools.
- Raw and cleaned quantitative and qualitative datasets.
- Draft endline evaluation report of approximately 35 to 50 pages.
- Cost-effectiveness analysis report of approximately 8 to 10 pages.
- Final endline evaluation report incorporating ActionAid feedback.
- Summary findings of at least five pages.
- User-friendly presentation slides for community dissemination.
QUALIFICATIONS AND EXPERIENCE
- Advanced degree, preferably a master’s degree or PhD, in Social Sciences, Development Studies, Public Policy or a related field.
- At least seven years of experience conducting large-scale evaluations of complex programmes.
- Expertise in feminist leadership, intersectional analysis and decolonial or anti-racist approaches.
- Experience with youth-led change, climate justice, humanitarian response and gender-responsive public services.
- Demonstrated ability to apply OECD-DAC criteria and Outcome Harvesting.
- Experience with DANIDA or comparable donor-funded programmes is an advantage.
- Fluency in English and at least one relevant Nigerian language.
