ActionAid Nigeria is seeking a consultant or consulting firm to conduct a desk review on the Political Economy Analysis of social protection policy implementation in Oyo, Sokoto, Benue, Abia States and the Federal Capital Territory.
The consultancy is part of the European Union Support for Strengthening Social Protection in Nigeria project and will generate evidence on institutional, political, economic, governance and financing dynamics that influence social protection policy design, prioritisation, financing, implementation and accountability.
Key responsibilities include reviewing social protection policies, legal frameworks, strategies and programmes at national and state levels; analysing institutional arrangements and coordination mechanisms; examining financing, budget allocations and fiscal sustainability; identifying key political actors and stakeholders; analysing power dynamics and incentives; identifying institutional, governance and financial barriers; mapping reform opportunities and champions; and generating evidence-based recommendations.
The consultant will participate in an inception meeting, develop an inception report, develop analytical tools, conduct a comprehensive desk review, map relevant institutions and stakeholders, analyse findings and prepare reports that will support policy dialogue and advocacy.
Applicants should have strong experience in political economy analysis, social protection, policy research, governance, public finance, development programming and report writing. Experience with EU-funded projects, ActionAid, UN agencies or similar development programmes is an advantage.
