ActionAid Nigeria is seeking consultants for a baseline survey under the European Union Support for Strengthening Social Protection in Nigeria project.
The ESSPIN project is a 36-month EU-funded action implemented by ActionAid Nigeria in consortium with the Centre for Citizens with Disabilities and Okaha Women and Children Development Organisation. The project aims to strengthen collaborative action and partnerships for the expansion and effective use of the National Social Register for inclusive social protection and poverty reduction in Abia, Benue, Oyo, Sokoto and at national level.
The assignment will generate reliable quantitative and qualitative baseline data for the project’s Monitoring, Evaluation, Accountability and Learning framework. It will establish benchmarks, assess the status of the National Social Register, capture stakeholder feedback, analyse barriers and opportunities, and provide evidence-based strategies for citizen mobilisation, advocacy and campaign approaches.
Key responsibilities include designing the baseline methodology, developing tools, conducting desk review, collecting quantitative and qualitative data, conducting household surveys, KIIs and FGDs, ensuring gender equality and social inclusion, analysing data and producing a comprehensive baseline report.
Deliverables include an inception report, pre-tested tools, raw and cleaned datasets, qualitative transcripts, draft baseline report, final baseline report, PowerPoint presentation and policy brief.
Required qualifications include an advanced degree in Social Sciences, Development Studies, Statistics, Public Policy or a related field, at least 7 years of experience conducting large-scale surveys or evaluations, strong mixed-methods research experience, experience in the focal states, knowledge of social protection, HRBA and political economy analysis, and strong report-writing skills.
