Position Description & Requirements

The Danish Refugee Council is an international humanitarian organization that assists refugees, internally displaced people and other displacement-affected communities through emergency assistance, protection and sustainable solutions.

DRC has operated in Nigeria since 2016. Its response covers hard-to-reach populations, economic recovery, protection, climate resilience, emergency assistance and longer-term solutions programming.

ROLE PURPOSE

The Economic Recovery Officer will support the implementation of Cash and Voucher Assistance, including Multipurpose Cash Assistance, food assistance, agricultural-input distribution, nutrition and livelihood activities.

The officer will coordinate with stakeholders, supervise field activities, monitor assistance and strengthen beneficiaries’ livelihoods through cash support, information and complementary nutrition services.

KEY RESPONSIBILITIES

CASH, FOOD ASSISTANCE AND NUTRITION

  • Screen, select and verify beneficiaries using approved targeting criteria.
  • Support the design and implementation of CVA, MPCA and nutrition activities.
  • Confirm that beneficiaries are verified, registered and sensitized before monthly distributions.
  • Manage cash-distribution activities according to safety, accountability and minimum-quality standards.
  • Monitor market prices and provide information for determining cash-transfer values and nutrition options.
  • Provide guidance on food security and nutritious food choices based on market findings.
  • Conduct training on complementary nutrition practices, infant and young-child feeding and nutrition for pregnant and lactating women.
  • Supervise malnutrition screening, referrals, monitoring and reporting.
  • Supervise community volunteers supporting nutrition and cash-assistance activities.
  • Establish and monitor beneficiary complaints, grievance and feedback mechanisms.
  • Plan and supervise training and awareness sessions and maintain attendance sheets, assessments and supporting documents.
  • Coordinate logistics and engagement with vendors and traders for cash and in-kind distributions.
  • Conduct post-distribution monitoring and follow-up visits.
  • Prepare weekly field updates and contribute to monthly reports.
  • Maintain accurate records for internal and donor reporting.
  • Support the Economic Recovery Team Leader with project documentation and donor requirements.
  • Integrate protection, accountability to affected populations and do-no-harm principles into activities.

STAKEHOLDER COORDINATION

  • Coordinate ward-level stakeholders in consultation with the line manager.
  • Ensure stakeholder consultations follow established protocols.
  • Build relationships with local authorities, community leaders and NGOs.
  • Represent the programme at coordination meetings when required.
  • Share programme updates and follow up on decisions from coordination meetings.

MONITORING AND EVALUATION

  • Work with the MEAL team to develop and use monitoring tools for Economic Recovery activities.
  • Support qualitative and quantitative monitoring through surveys, meetings and post-assistance visits.
  • Collect, verify and submit field data to the MEAL team.
  • Organize spot checks, beneficiary-feedback sessions and post-distribution monitoring.
  • Participate in programme evaluations and incorporate lessons learned into implementation.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree, BA or HND in Education, Social Sciences, Development Studies, Public Health, Economics or a related discipline.
  • At least two years of practical experience in Cash and Voucher Assistance programming.
  • Experience implementing food-assistance programmes.
  • Experience working with displaced populations in humanitarian settings in Northeast or Northwest Nigeria.
  • Experience with beneficiary targeting, registration and post-distribution monitoring.
  • Knowledge of protection, accountability to affected populations and do-no-harm principles.
  • Knowledge of the Northwest Nigeria context is desirable.
