ABOUT CJID
The Centre for Journalism Innovation and Development (CJID) is a media and development organisation working to strengthen journalism, democratic accountability, civic participation, information integrity and evidence-based public engagement across West Africa.
Through its Media in National Election (MiNE) project, CJID is recruiting Data Enumerators across Nigeria’s 36 states and the Federal Capital Territory to support a nationally representative survey ahead of the 2027 General Elections.
JOB SUMMARY
The Data Enumerator will support the implementation of a national public-opinion survey designed to understand citizens’ views on elections, governance, democratic institutions, public trust and voting behaviour.
Enumerators will be deployed within selected senatorial districts and will conduct face-to-face interviews with eligible respondents using the survey methodology, sampling procedures and data-collection tools provided by CJID.
Applicants must reside within one of the senatorial districts in the state for which they are applying.
KEY RESPONSIBILITIES
- Participate fully in all pre-deployment training, orientation, questionnaire review and fieldwork briefing organised by CJID.
- Understand the purpose, objectives, questionnaire structure and data-collection procedures of the MiNE survey.
- Familiarise yourself with assigned sampling locations and respondent-selection procedures before field deployment.
- Conduct face-to-face interviews with eligible respondents within assigned communities and senatorial districts.
- Administer questionnaires exactly according to approved research procedures without influencing respondents’ answers.
- Follow the approved sampling methodology when selecting respondents and avoid convenience or preferential selection.
- Explain the purpose of the research clearly to potential respondents before beginning interviews.
- Obtain informed consent from respondents in line with the project’s research procedures.
- Maintain political neutrality throughout the data-collection exercise.
- Accurately record responses using the designated electronic data-collection platform or survey tool.
- Review completed questionnaires before submission to ensure required questions are answered and information is internally consistent.
- Correct data-entry errors when identified during fieldwork or quality-control review.
- Maintain strict confidentiality of information obtained from respondents.
- Treat respondents respectfully regardless of political opinion, ethnicity, religion, gender or social background.
- Follow instructions relating to refusals, incomplete interviews and respondents who withdraw from the survey.
- Meet assigned daily fieldwork targets and deployment timelines.
- Maintain regular communication with field supervisors.
- Report inaccessible locations, refusals, security concerns and field challenges promptly.
- Participate in spot checks, back-checks and data-quality verification activities.
- Revisit respondents or locations where legitimate data-quality concerns require further verification.
- Protect smartphones, project identification, questionnaires and other materials issued for the assignment.
- Ensure electronic devices remain charged, secure and operational during fieldwork.
- Follow instructions relating to synchronisation and submission of completed interviews.
- Participate in post-fieldwork debriefings and provide feedback on implementation challenges.
SURVEY FOCUS
The survey will collect information relating to:
- Public opinion and citizens’ perceptions of national issues.
- Electoral attitudes and perceptions of election processes.
- Trust in democratic institutions.
- Governance performance.
- Political participation.
- Voting attitudes and reported voting behaviour.
- Citizens’ expectations ahead of the 2027 General Elections.
QUALIFICATIONS AND EXPERIENCE
- Applicant must reside within the state and senatorial district from which they are applying.
- Good knowledge of communities and the local environment within the selected location.
- Strong interpersonal and communication skills.
- Ability to approach and interview respondents respectfully.
- Ability to follow detailed research and field instructions.
- Strong attention to detail.
- Ability to collect information objectively and accurately.
- Ability to maintain confidentiality.
- Ability to work independently in field environments.
- Ability to meet fieldwork targets and deadlines.
- Familiarity with smartphones or electronic data-collection tools is an advantage.
- Previous enumeration, survey, research, monitoring or data-collection experience is an advantage.
- Knowledge of relevant local languages is highly useful.
