Position Description & Requirements

ORGANIZATION BACKGROUND

Médecins Sans Frontières – Holland is part of the international MSF movement, providing independent medical humanitarian assistance to people affected by conflict, epidemics, disasters and exclusion from healthcare.

ROLE PURPOSE

The Data Analyst Activity Manager will oversee the collection, management, analysis, quality assurance and presentation of operational and health-programme data. The post holder will support evidence-based decisions and strengthen the ability of relevant staff to use data effectively.

KEY RESPONSIBILITIES

  • Organize and supervise programme-data collection, entry, cleaning, validation and analysis.
  • Maintain reliable databases, reporting tools and data-management procedures.
  • Monitor completeness, consistency, accuracy and timeliness of submitted data.
  • Identify discrepancies and coordinate corrections with relevant teams.
  • Produce routine dashboards, tables, charts, summaries and analytical reports.
  • Support programme managers with interpretation of indicators, trends and performance.
  • Design or improve data-collection tools and reporting templates.
  • Support digital-data systems such as DHIS2, KoboToolbox or ODK.
  • Protect confidential medical and programme information and control access appropriately.
  • Train and coach staff on data collection, data quality, analysis and visualization.
  • Participate in assessments, surveys, monitoring activities and operational research when assigned.
  • Document methods, indicator definitions and changes to data systems.
  • Present findings clearly to technical and operational colleagues.
  • Perform related duties assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Data Science, Statistics, Computer Science, Information Technology, Public Health or another relevant quantitative discipline.
  • Additional data-management or data-analysis certification is an advantage.
  • Relevant experience in monitoring, evaluation, health-information systems, research or programme-data management is desirable.
  • Humanitarian, health-sector or NGO experience is an advantage.

SKILLS AND COMPETENCIES

  • Data cleaning, validation, analysis and visualization.
  • Advanced Microsoft Excel ability.
  • Experience with one or more analytical packages such as Stata, SPSS, SAS or R.
  • Experience with Power BI or another dashboarding platform is an advantage.
  • Familiarity with DHIS2, KoboToolbox, ODK or comparable systems.
  • Data-quality assurance and database management.
  • Training, coaching and technical communication.
  • Analytical thinking, accuracy, confidentiality and organization.
  • Ability to work with multidisciplinary teams in a demanding environment.
