Position Description & Requirements
UNICEF is recruiting consultants to provide technical support to 10 state governments in Nigeria on the implementation of Programme-Based Budgeting for the 2027–2029 multi-year budget cycle.
The overall aim of the consultancy is to use Programme-Based Budgeting as an entry point for Child Responsive Budgeting. The consultants will support state officials to mainstream and institutionalise programme-based budgeting across key stages of the budget process, including planning, implementation, monitoring, reporting and evaluation.
The assignment will support the development of the 2027–2029 Medium-Term Expenditure Framework for the 10 states and assist in developing and reviewing Medium-Term Sector Strategies for pilot sectors such as Health, Education, WASH and Social Protection.
Key Responsibilities:
Support the development of the 2027–2029 Medium-Term Expenditure Framework for the 10 participating states.
Develop and review Medium-Term Sector Strategies for the pilot sectors of Health, Education, WASH and Social Protection.
Strengthen the capacity of Ministries, Departments and Agencies on the concept and practical implementation of Programme-Based Budgeting.
Conduct sensitisation and training for State House of Assembly committees, including committees on Finance, Appropriation, Health, Education, WASH and Social Protection.
Support the development and implementation of state transition plans from traditional line-item budgeting to programme-based budgeting.
Strengthen planning, supervision, monitoring, evaluation and reporting systems for results-based budgeting.
Build the capacity of parliamentarians around budget oversight functions.
Support the establishment or strengthening of budget monitoring platforms in the 10 states.
Conduct citizens’ budget forums and sensitisation sessions for CSOs and media on budget transparency, accountability and Programme-Based Budgeting.
Document lessons learned, implementation challenges and recommendations for scaling up the initiative to other sectors.
Required Qualifications:
Minimum of a Master’s degree in Economics, Public Finance Management, Social Policy, Finance, Accounting, Development Studies or any related field.
At least 10 years of experience in public financial management activities, including experience in implementing international development programmes.
Experience developing Medium-Term Sector Strategies for Education, Health, Social Protection and WASH in Nigeria.
Experience developing Medium-Term Expenditure Frameworks at subnational level in Nigeria.
Experience developing subnational budgets using a programme-based budgeting approach.
Experience building the capacity of government officials on MTSS, MTEF and programme-based budgeting.
Experience developing budget performance indicators and monitoring mechanisms at state level.
Experience with UNICEF, UN agencies or donor-funded governance/public financial management projects is an advantage.
Strong reporting, monitoring and evaluation skills.
Strong coordination, planning, time management, problem-solving and ethical management skills.
Good command of English.
