ActionAid Nigeria is inviting qualified individual consultants and consultancy firms to submit expressions of interest for the mapping of radio stations, social-media platforms and digital influencers for National Social Register awareness campaigns.

Background
The National Social Register is used to identify poor and vulnerable households and connect them with appropriate social-protection interventions.
However, limited public awareness, misinformation and low citizen engagement continue to affect public trust and participation, particularly among women, young people, persons with disabilities and other vulnerable groups.
ActionAid Nigeria intends to use radio and social-media campaigns to increase public understanding, trust and participation in the National Social Register.
Purpose of the Assignment
The consultant or consultancy firm will conduct a comprehensive mapping and analysis of radio stations, social-media platforms, online communities and micro-digital influencers across the selected states and the Federal Capital Territory.
The findings will support the development of targeted awareness, advocacy and citizen-mobilisation campaigns.
Objectives
- Identify radio stations with strong listenership and wide coverage.
- Assess radio stations based on audience demographics, language, credibility, programme formats and relevance to target groups.
- Identify important social-media platforms, online communities and micro-digital influencers.
- Assess audience demographics, engagement levels, communication trends and platform relevance.
- Generate state-specific information on media-use patterns and audience preferences.
- Develop a comprehensive database of radio stations, social-media platforms and influencers.
- Provide evidence-based recommendations for National Social Register awareness campaigns.
Scope of Work
- Participate in an introductory meeting with ActionAid Nigeria and the project team.
- Prepare and submit an inception report.
- Develop a clear methodology and work plan.
- Design a media-mapping tool.
- Establish criteria for assessing reach, credibility, engagement and relevance.
- Identify radio stations with strong audience reach across the target locations.
- Assess radio-station language use, audience demographics and programme types.
- Obtain information on advertising rates and programme-placement costs.
- Identify relevant social-media channels, online communities and micro-influencers.
- Assess engagement levels, audience profiles and content trends.
- Analyse differences in communication preferences across the target states.
- Develop a database of identified media channels and influencers.
- Present findings and recommendations to ActionAid Nigeria and the project team.
Expected Deliverables
- Inception report containing the methodology and work plan.
- Media-mapping and audience-assessment tool.
- Comprehensive database of radio stations, social-media platforms, online communities and digital influencers.
- Information on audience reach, demographics, language, engagement, credibility and rate cards.
- A separate report for the state or locations covered by the consultant.
- PowerPoint presentation summarising key findings.
- Strategic recommendations for National Social Register awareness and mobilisation campaigns.
Assignment Duration
Federal Capital Territory:
- One consultant for 12 working days.
Abia and Oyo States:
- One consultant for 10 working days covering both states.
Sokoto and Benue States:
- One consultant for 10 working days covering both states.
The assignment period includes planning, tool development, data collection, analysis, report writing and final submission.
Qualifications and Experience
- Bachelor’s degree in Mass Communication, Media Studies, Communication for Development, Social Sciences, Digital Marketing, Development Studies or a related field.
- A master’s degree will be an advantage.
- Minimum of five years of experience in media research, audience analysis, communication assessment, advocacy or social and behaviour-change communication.
- Demonstrated experience conducting media-mapping or communication-related studies.
- Strong analytical, report-writing and presentation skills.
- Experience working with development organisations, donor-funded projects or social-protection programmes will be an advantage.
- Proficiency in Microsoft Office and relevant data-analysis tools.
- Excellent interpersonal and stakeholder-engagement skills.
- Ability to deliver quality outputs within agreed timelines.
Required Organisational Documents
Consultancy firms should submit:
- Company profile.
- CAC registration documents.
- Current tax-clearance certificate.
- Evidence of previous similar assignments, especially work completed for international NGOs.
- Audited accounts covering at least the 2023 financial year.

ActionAid Nigeria will deduct five per cent withholding tax from the consultancy fee in accordance with Nigerian tax requirements.
