ORGANIZATION AND PROGRAMME BACKGROUND
Evidence Action delivers evidence-based, cost-effective global-health interventions and works with governments to scale programmes addressing preventable and treatable health problems. Its Monitoring, Learning and Evaluation function in West and Central Africa conducts annual Comprehensive Facility Survey analysis for country programmes.
The consultancy responds to quality and capacity gaps identified after responsibility for the Comprehensive Facility Survey analysis transitioned to the West and Central Africa Data Analytics and Learning unit. The assignment will strengthen analytical quality, establish documented protocols and build the team’s ability to independently deliver reliable survey analysis.
ROLE PURPOSE
The Consultant Analyst will provide hands-on technical coaching, co-develop analysis protocols and standard operating procedures, train the Data Analytics and Learning team and serve as the principal quality-assurance reviewer for analysis outputs.
The consultant will also strengthen broader data-analysis, results-generation and evidence-reporting practices beyond the Comprehensive Facility Survey package.
KEY RESPONSIBILITIES
TECHNICAL COACHING AND CAPACITY BUILDING
- Coach the primary analyst on Comprehensive Facility Survey analytical logic, KPI construction, compound conditions, nested skip logic, denominator specification and rebinning procedures.
- Lead practical learning sessions covering KPI definitions, survey design, codebook conventions and the derivation of indicators from raw data.
- Coach the Data Analytics and Learning team lead on identifying variable-selection errors, denominator mismatches, implausible results and code-to-output inconsistencies.
- Design and conduct reviewer stress-testing exercises using KPI problems and planted-error practice sets.
- Document evidence that personnel can independently apply the protocols and review processes introduced.
QUALITY ASSURANCE
- Serve as the primary quality-assurance reviewer for survey-analysis outputs.
- Review rebinning and frequency outputs before KPI calculations proceed.
- Review KPI-development code, samples and sense-check results.
- Act as the quality gate before drafts are submitted to the Global MLE Strategy team.
- If the engagement is extended, peer-review selected KPIs during the October analysis round and support the final sense-check process.
PROTOCOL AND SOP DEVELOPMENT
- Co-develop a structured pre-analysis protocol covering codebook-to-data reconciliation, indicator computability and pipeline review.
- Support development of a Comprehensive Facility Survey analysis standard operating procedure.
- Develop a documented two-stage review process and quality-assurance checklists.
- Train relevant team members and assess their ability to apply each protocol independently.
BLIND RE-ANALYSIS AND READINESS ASSESSMENT
- Coach the team during blind re-analysis of Cameroon or Liberia survey data.
- Review the final output and prepare an independent assessment of accuracy and readiness.
- Contribute findings and recommendations to the formal readiness assessment.
BROADER DATA-ANALYTICS SUPPORT
- Develop a standardized validation checklist for analyses outside the Comprehensive Facility Survey package.
- Review one non-CFS programme-analysis cycle from code and output validation through donor-report inputs.
- Produce written findings, corrections and recommendations.
- Advise on data visualization and converting analytical results into accessible products.
DELIVERABLES
- Complete onboarding and review existing diagnostic and improvement documents.
- Finalize and implement the pre-analysis protocol.
- Develop or co-develop the analysis SOP and two-stage review protocol.
- Deliver structured learning sessions and reviewer stress tests.
- Support blind re-analysis and prepare an independent review.

QUALIFICATIONS AND EXPERIENCE
- Master’s degree in Statistics, Economics, Public Health, Epidemiology or a related quantitative field.
- At least five years of data-analysis experience in public-health, development or social-sector programmes.
- At least two years of supervisory or mentoring experience.
- Strong Stata proficiency, including survey-data cleaning, indicator construction, analysis and code review.
- Direct experience analysing large facility-level surveys such as CFS, SPA, SDI or comparable instruments.
- Experience with KPI construction, skip-logic handling, rebinning and weighted estimation.
- Experience developing analytical SOPs, QA protocols or structured review checklists.
- Demonstrated ability to coach and strengthen analytical teams.
- Experience with Evidence Action or comparable public-health programmes is desirable.
- Familiarity with M&E frameworks, indicator tracking and donor reporting is desirable.
- Power BI, Tableau, automated reporting, R, Python, DHIS2 or SurveyCTO knowledge is desirable.
