Achieving Health Nigeria Initiative is recruiting a Clinical Specialist to coordinate and oversee the delivery of comprehensive HIV clinical services at supported health facilities and community service-delivery points in Anambra State.

Programme Background
The position supports the Global Fund Nigeria TB/HIV Reach, Integration and Impact Project in Anambra State.
The project aims to reduce new HIV infections, illness and deaths associated with HIV and AIDS, particularly among children, pregnant and breastfeeding women, key populations and other vulnerable groups.
The programme supports Nigeria’s progress towards the UNAIDS 95-95-95 targets by expanding access to HIV prevention, testing, care, treatment and support services.
Role Purpose
The Clinical Specialist will coordinate the provision of quality HIV and related clinical services across supported facilities and community-based service points within the designated Local Government Area.
The consultant will ensure that services are delivered according to national HIV treatment guidelines, approved clinical protocols and donor requirements.
Key Responsibilities
Clinical Service Delivery
- Coordinate the provision of antiretroviral therapy services for people living with HIV.
- Ensure that HIV services provided at facilities and community service-delivery points follow national guidelines.
- Conduct comprehensive clinical assessments of clients.
- Diagnose and manage HIV, tuberculosis and related opportunistic infections.
- Oversee clinical HIV-management interventions at supported facilities.
- Review clients’ medical records and determine the appropriate level of care.
- Ensure that eligible clients receive appropriate prevention, treatment, care and support services.
- Provide pre-exposure and post-exposure prophylaxis services to eligible clients.
- Ensure appropriate clinical monitoring and follow-up of clients receiving antiretroviral therapy.
Team Leadership and Supervision
- Supervise clinical team members, health-service providers, volunteers and case managers.
- Provide technical guidance and clinical mentoring to facility-based and community-based service providers.
- Coordinate weekly and monthly clinical staff meetings.
- Review clinical performance and identify areas requiring improvement.
- Support the integration of facility and community-based services.
- Work with pharmacy, laboratory and other technical units to provide coordinated and client-centred care.
Data Management and Quality Improvement
- Work with the Strategic Information team to improve the collection and documentation of HIV service-delivery data.
- Ensure that approved national data-collection tools are used correctly.
- Support data analysis, interpretation and utilisation at supported facilities.
- Use service-delivery data to identify performance gaps and improve programme results.
- Review clinical records to assess quality of care and completeness of documentation.
- Support quality-improvement activities at health facilities.
Reporting and Documentation
- Prepare programme and clinical-service reports.
- Document achievements, challenges, service-delivery gaps and lessons learned.
- Identify and report opportunities that may strengthen clinical services.
- Document success stories and programme linkages.
- Ensure that clinical information is accurately recorded and treated confidentially.
Coordination and Referrals
- Work with community outreach teams, peer educators, case managers and other healthcare providers.
- Promote a seamless continuum of care between facility and community services.
- Coordinate referrals for psychosocial support, legal assistance and other specialised services.
- Support health education and counselling for clients.
- Collaborate with government health workers and other programme stakeholders.
- Carry out additional duties assigned by the supervisor.
Qualifications and Experience
- Degree in Medicine and Surgery from a recognised institution.
- Valid licence to practise medicine in Nigeria.
- Relevant post-NYSC experience in the clinical management of HIV and tuberculosis.
- Previous experience providing antiretroviral therapy and managing opportunistic infections.
- Knowledge of national HIV and tuberculosis treatment guidelines.
- A relevant postgraduate qualification will be an advantage.
- Experience supervising clinical staff, volunteers or community health workers.
- Experience using clinical and programme data to improve service delivery.
- Strong report-writing, communication and leadership skills.
- Ability to work effectively in a rapidly changing and challenging environment.
